BOGOTA, Feb. 16 (Xinhua) -- Visiting Chinese Vice President Xi Jinping and his Colombian counterpart Francisco Santos agreed here on Monday that bilateral cooperation is to be strengthened as several agreements were signed.     During talks with Santos, Xi said China and Colombia should continue the deepening of mutual political trust and exert efforts to increase cooperation in terms of commerce and investment. BEIJING, Feb. 3 (Xinhua) -- Chinese Vice President Xi Jinping has stressed on Tuesday the importance of studying and applying the Scientific Outlook on Development in the work of government organizations at all levels during the economic downturn.     Xi, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks here at a meeting on studying and applying the Scientific Outlook on Development.     Xi urged government officials at all levels to summarize their working experiences, improve ruling sufficiency and correct mistakes.     He said any concepts that were not compatible with or went against the Scientific Outlook on Development should be changed.     He also urged that problems related to government officials' credibility and capability be solved to ensure that officials should be educated, scientific development sped up and people's demands met.

BEIJING, Feb. 2 (Xinhua) -- About 20 million of China's migrant workers have returned home after losing their jobs as the global financial crisis takes a toll on the economy, said a senior official here on Monday.     Chen Xiwen, director of the office of the central leading group on rural work, said about 15.3 percent of the 130 million migrant workers had returned jobless from cities to the countryside.     The figures were based on a survey by the Ministry of Agriculture in 150 villages in 15 provinces, carried out before the week-long Lunar New Year holiday which began on Jan. 25. Flexible employment policies and more training chances were also encouraged.     Meanwhile, local government departments should increase investment to provide favorable tax and fee policies to those who lost jobs in cities and expect to find new work in their hometowns.     The government also urged departments to map out basic pension insurance measures suitable for rural conditions and migrant workers to ensure their rights.
