SAN DIEGO (KGTV) — As we approach the November election, all eyes are on a handful of battleground states.That’s because of an election procedure that a lot of people have questions about and one that is unique to presidential politics: the Electoral College.When you fill out a ballot for president, you’re not actually voting for the candidate whose name you see. In California, you’re actually voting for 55 people who you may have never heard of, a “slate of electors,” who turn around and cast the real votes from the state Capitol in December. It dates back to 1787. The Founding Fathers were split on the mechanics of how to elect a president, and “this was the thing that they could all agree on,” said UC San Diego political science professor Daniel Butler.The Electoral College was a compromise between the framers who were leery of giving direct power to the masses and others who opposed having Congress elect the president.“It felt a lot like Parliament, a lot like what the British did, which is not what they were going to do,” Butler said.Article II of the Constitution lays out how it works. Each state gets a number of electors equal to the size of their congressional delegation; their senators and U.S. representatives. California has 55 electors, the most of any state.The Founders set up the Electoral College system under one big assumption: that it would be extremely rare for candidates to actually secure a majority, which today is 270 votes. If the contest ended without a majority winner, it would be decided by Congress.The last election decided by Congress was in 1824. The scenario the Founders predicted might happen once or twice a century has unfolded in every election since.“I think what frustrates many people about the Electoral College is that that majority winner in the popular vote isn’t always who captures the majority in the Electoral College,” said UC San Diego political science chair Thad Kousser.In 2016, then-candidate Donald Trump became just the fifth person in history to win the Electoral College and lose the popular vote, out of 58 presidential elections. It also happened in 2000 in the contest between George W. Bush and Al Gore.The Founders envisioned the Electoral College as a check on the popular vote, able to potentially choose a different candidate than the one favored by the masses, but in practice, electors almost never do that. Most states have laws requiring electors to follow the popular vote.It was big news in 2016 when 10 electors broke ranks in an effort to block candidate Trump, because in every state electors are party loyalists, hand-picked by top leaders. So-called faithless electors have never swung an election.Kousser says for all the recent controversy surrounding the electoral college, there are some major benefits. Because the system empowers states whose electorate is closely divided between the parties, Kousser said it helps mitigate the role of money in politics.“What the electoral college does is it focuses and narrows the playing field to these few battleground states,” he said. “That's where you've got to run ads. That's where you've got to run your campaigns, not in 50 states. If we had to run 50-state campaigns then it would cost billions of dollars to win elections and it would give a huge advantage to whichever side raised the most money.”The other benefit of focusing elections on key swing states is that it pushes the parties more towards the center, Kousser argues. Without the Electoral College, he says candidates would try to “run up the score” and collect as many votes as possible in more populous states like California and Texas that tend to be more politically polarized. 3703

SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Richard Bailey, mayor of Coronado, is now asking California Gov. Personal care services, hair salons, and barbershops are just some businesses that have to shut down for three weeks. Bailey said while COVID-19 cases and hospitalizations rising should be taken seriously, some of these closures don't make sense."We should all have a really firm understanding of what our risk level is based on our own demographics and our own underlying conditions. There's no data to support that outdoor dining is a significant risk for transmission," Bailey said.In the letter sent to Newsom on Monday, Bailey asked for a reconsideration of the latest health order based on data specific to San Diego County and a new public health strategy."We should treat citizens like adults and put in place recommendations that really emphasize all the best practices that will slow the spread," he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, explained Tuesday that only 10 percent of ICU capacity is currently available in the Southern California region, which San Diego County falls into."The transmission is now so widespread across our state that most all nonessential activities create a serious risk for transmission," said Ghaly.He said part of the regional stay-at-home order is based on our experiences with flattening the curve earlier this year and the success of other countries that implemented similar shutdowns."Belgium, when they imposed a nationwide closure, the positivity rate in just three weeks fell from 21 percent to 8 percent," said Ghaly.Bailey said there should be a better plan to slow the spread without causing significant harm to small businesses along the way."They're picking winners and losers, and unfortunately big businesses are the winners, and small businesses that can barely afford it are becoming the losers," said Bailey.In the meantime, Bailey is encouraging business owners to follow the state orders, so places like salons and restaurants don't lose state licensing."We're really just trying to help businesses be compliant to the state order," he said.Newsom has yet to respond to Bailey's letter. 2733

  

SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader. Fast forward to Wednesday, the city removed another marker from the park, this time commemorating Robert E. Lee Highway."Robert E. Lee Highway marker is gone. SAN DIEGO (KGTV) — Bystanders captured video of a truck involved in a crash near San Diego International Airport on Saturday speeding away from the scene.The video begins moments after a three-car crash on N. Harbor Drive at Lee Court around 9:30 a.m. A white truck reportedly slammed into the back of a Ford F-350 and sideswiped a sedan, according to the driver of the sedan, Kathleen Gleason. The driver of the white truck is then seen speeding away, creating a cloud of white smoke, with the driver-side front tire bent sideways. The driver first heads eastbound before turning around at McCain Road and heading westbound. A police vehicle is seen seconds later turning around and pursuing the truck.Gleason, a Lyft driver who was struck by the truck, told ABC 10News the suspect was determined to get out of the area quickly. She said she was in the middle of dropping off a passenger to the airport when she was struck. Thankfully, Good Samaritans gave the passenger a lift the rest of the way, she said.Gleason said police caught up with the driver and arrested the person. ABC 10News reached out to San Diego Police about what charges the driver faces, but have not heard back. 1192
