SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. Everyone gets exposed, they develop antibodies and they move on; as far as I know we’ve never shut down an entire economy.”All of the restrictions will go into effect Saturday at midnight. 1743

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Monday a larger investment into a program creating job opportunities for the homeless. Wheels of Change was launched in 2018 as a public-private partnership providing jobs and training for those living in the Alpha Project bridge shelter. “It’s innovative, it’s unique. It’s working it’s growing and it’s making a difference in people’s lives,” said Faulconer. The program is expanding from three to ten shifts per week, with participants earning per hour as they remove litter and debris through the Clean SD initiativee. An additional van is also being provided to transport the 20 workers. The City of San Diego doubled its investment to 0,000 this fiscal year. Additional financial support was provided by the Lucky Duck Foundation and other donors. 829

SAN DIEGO (KGTV) - San Diego Police announced Wednesday the arrests of two young men on suspicion of burglaries in Scripps Ranch and La Mesa.Joshua Guillen, 22, and Daniel Gomez, 18, were identified through photo recognition and D.N.A. evidence, police said.The Scripps Ranch burglary happened at a home on Red Cedar Dr. in May. 10News spoke with the homeowner, Bob Arban, who said he received an alert on his phone, indicating someone inside his home.RELATED: Owner watches burglary live on surveillance cameraSeveral items were stolen before police arrived.  Arban's home surveillance video was used to track down the suspects.Police said Guillen and Gomez were also identified in another residential burglary in La Mesa.  762

SAN DIEGO (KGTV) - San Diego Police announced Thursday the arrest of a mother accused of driving her SUV the wrong way in Rancho Bernardo, causing a head-on crash that injured her children and an innocent driver.Mayra Gonzalez, 29, was drunk when she drove her Chevy Suburban east in the westbound lanes of Camino del Norte west of Interstate 15 Monday morning, police said.The Suburban hit a Jeep Liberty, seriously injuring the 57-year-old man in the Jeep.Gonzalez’ three children were in the car at the time of the crash. Her 8-year-old and 2-year-old daughters had minor injuries but her 9-month-old daughter, who was unrestrained, suffered life-threatening injuries. SAN DIEGO (KGTV) San Diego Police are investigating the discovery of three bodies found in the trunk of a parked car in Bay Terraces. Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. Totten grew up in the neighborhood. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. "Whomever the victims are, the families, hopefully they can figure who they are and sort of bring closure to them," said the woman. 2085
