SAN DIEGO (CNS) - The U.S.-Mexico-Canada Agreement trade deal includes 0 million in funding to address cross-border pollution in the Tijuana River Valley, San Diego's congressional delegation announced Wednesday. The funding would be dispersed in four annual installments of million in the form of U.S. Environmental Protection Agency grants under its Border Water Infrastructure Program. In June, the fiscal year 2020 federal budget for the BWIP was only million, according to the office of Rep. Scott Peters, D-San Diego. ``The USMCA delivers a massive funding investment that can fix the Tijuana River's sewage spills once and for all,'' Peters said. ``This funding can stop the environmental crisis that has plagued our community for decades and will improve public health.'' The bulk of the funding would be used to expand and upgrade the South Bay International Wastewater Treatment Plant, operated by the International Boundary and Water Commission. The funding would be used to fortify the plant's water treatment capabilities, allowing it to stanch flows of polluted storm and wastewater into the river. ``Cross border pollution is a nightmare for our community and for the individuals that work and recreate near the border,'' Imperial Beach Mayor Serge Dedina said. ``This funding is a critical step towards cleaning up the contamination in the Tijuana River Valley and making our beach safe for surfers and others who enjoy our coast.'' Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing San Diego County environmental health officials to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border. In April, Sens. Kamala Harris and Dianne Feinstein, D-California, submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river. In July, Peters and Reps. Juan Vargas, D-San Diego, and Mike Levin, D- Oceanside, introduced legislation to increase funding for Tijuana River cleanup efforts and prevention of future pollution. And in September, the San Diego Regional Chamber of Commerce's annual delegation of local officials and business leaders discussed the issue with cabinet officials and members of Congress. ``This environmental issue has plagued our region for generations and this funding will take major strides in helping us address health and ecological challenges we face,'' Levin said. ``Along with my colleagues, I made it clear to the Trump administration and House Democratic leadership that it is long past time that we make robust investments in cleaning up polluted water that flows over the border.'' The San Diego chapter of the Surfrider Foundation and the city of San Diego have also filed lawsuits against the IBWC, arguing that it has neglected pollution in the river and its effect on the environment. The city jointly filed its lawsuit with California Attorney General Xavier Becerra. The pending funding is a result of Tuesday's deal between congressional Democrats and the White House to support a revised USMCA. Rep. Nancy Pelosi, D-San Francisco, said the modified trade agreement includes more strenuous labor and environmental standards for the three countries. House Democrats are now expected to vote for the deal's ratification and send it to the Republican-controlled Senate. The USMCA would replace the North American Free Trade Agreement, which went into effect in 1994 and is blamed by some politicians on both sides of the aisle for hastening outsourcing and the decline of the country's manufacturing industries. President Donald Trump, who campaigned on retooling NAFTA, has faced pushback from members of Congress for much of the year for elements of the original deal like tariffs on steel and aluminum and its enforcement provisions. Local business leaders and elected officials have sung the deal's praises for months, arguing that inter-border commerce is too vital to the San Diego region to sever trade relations between the U.S. and Mexico. The current U.S. legislature and Canadian parliament must still approve the deal for it to go into effect. The Mexican legislature ratified it earlier this year. ``We've been pushing for this modernized trade agreement and now it's here, in a way that sets up San Diego to win big,'' San Diego Mayor Kevin Faulconer said. ``More free trade and less pollution at the border -- it's what San Diego needs and it looks like it's what San Diego is going to get.'' 4656

They've been color blind their whole lives, but thanks to a new pair of special glasses...that's about to change."Eventually when I got to high school, and realizing I was color blind was one of those things, like, oh, that's why I couldn't see that or I couldn't see that," said Ricardo Solano. Solano is one of about 300 million people around the world who are color blind.But as a research associate for a biotech company, there are days when he needs a little help from his colleagues."One of the main dyes they use is like red and green to differentiate things," he said, laughing. "It's a big contrast apparently, but I can't see the contrast."Solano has a good sense of humor about it, but that doesn't mean that he doesn't wish he could see the full elegance of a San Diego sunset."Just enjoying the beauty of life," he said. "I like to go backpacking and outdoors and stuff."For people who are color blind, pink looks gray, red looks brown and the colors red and green can look almost white-ish."Color vision deficiency is passed down through the father's genes," said Corey Ulz, an optician at Scripps Poway Eyecare. He said things can look dull and colors, washed out."It basically makes the colors that you and I would normally see normally not as vibrant," he said. "A little more muddled."On Monday, Solano and three other San Diegans got to see vibrant color, thanks to a special pair of enchroma glasses.Their reactions and expressions were heartwarming. "Red. I feel like a little kid right now haha," Solano said, smiling. The pair of glasses do more than make the world a little brighter. Solano hopes they'll make work easier, too. 1760

SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego.The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. SAN DIEGO (KGTV) - A “rolling altercation” between two drivers in the Bonita area led to the stabbing death of one man and the detention of another. Chula Vista police Capt. Phil Collum told 10News the incident was reported just after 9 a.m. at the intersection of Sweetwater Road and Willow Street, near the Chula Vista Golf Course.Collum said officers that responded to the incident arrived to find an unidentified man lying on the ground with stab wounds. Life-saving measures were administered before he was taken to Scripps Mercy Hospital. The man died from his injuries upon arrival, according to Collum.The other man, 60-year-old Rickey Smith, remained at the scene. Officers said they found a folding-blade knife, believed to be the weapon, on Smith's belt. He surrendered without incident, police said.Collum said witnesses reported the drivers of a white Ford Ranger pickup and silver Nissan Quest minivan yelling at each other before colliding. Smith left his truck and stabbed the victim, who was still in his minivan, police said. No other parties were involved, Collum told 10News. Police are asking for any other witnesses to call 619-422-TIPS. 1168

  

SAN DIEGO (CNS) - The University of San Diego has the best university in the state for business, management and marketing degrees according to rankings released today by college decision-making website College Factual.USD's business, management and marketing department topped UC Berkeley, University of Southern California, University of San Francisco and Cal Poly San Luis Obispo among California schools. College Factual deemed USD's School of Business the eighth-best in the country as well."These rankings highlight the outstanding learning environment including small classes, cutting-edge curriculum and opportunities for international study that position our undergraduates for success in the business world," said Stephen Conroy, the School of Business' associate dean for undergraduate business programs.College Factual ranked the schools based on students' post-graduation earnings, the schools' accreditation and the number of students at each school majoring in a program related to business, management or marketing. USD is the highest-ranked school west of Texas on the list.Babson College in Wellesley, Mass., is the top undergraduate business program in the country. 1191
