BEIJING, July 13 (Xinhua) - The Chinese education ministry Tuesday ordered education authorities and schools in flood-hit regions to ensure the safety of students against floods and flood triggered disasters.The ministry ordered all necessary measures be taken to guarantee the safety of students, including suspending classes, rescheduling exams, relocating classrooms to safer areas, and other actions.Also, according to the ministry, school buildings in flood-hit regions could only be put back into use after examination and approval by authorities, so that no student is endangered by the possible collapse of flood-soaked school buildings.Rainstorms and the floods that followed left 107 people dead and 59 missing in ten provinces and municipalities -- mostly along the Yangtze River, as of Tuesday afternoon.The education ministry also cautioned against accidents involving students during their summer vacations, such as drowning while swimming and contracting food poisoning.

XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods.

EMU2, made an emergency landing at sea about 500 meters northwest of Shun Tak Center at Sheung Wan, Hong Kong Island shortly after taking off."The pilot heard a loud bang at the back and decided to land on the waters," Acting Director General of the Civil Aviation Department (CAD) Leung Yu-keung said at a press briefing on Saturday that they will send some of the fittings broken down from the wreckage to Italy, where the copter was manufactured, for investigation. The crashed helicopter is salvaged on the sea area between the Hong Kong Island and the Kowloon Peninsular, south China, July 3, 2010. The helicopter crashed on Saturday noon, and all 13 persons onboard have been rescued.CAD will invite the participation of the accident investigation authorities of Macao and Italy. Leung said a preliminary report will be released within a month.

NEW YORK, June 10 (Xinhua) -- The U.S. House of Representatives has passed a bill to recognise Nanjing City of China as a "Model for International Cooperation" in order to award the city's active involvement in cooperation with the United States in education, innovation and entrepreneurship, and this was the first Chinese city to win such an award, Li Jiansheng, executive chairman of the U.S.-China Partnership Committee, told Xinhua on Thursday.The House passed the bill, tabled by Representative John Tierney of Massachusetts, on Tuesday night, Li said, adding that this will pave the way for further cooperation between China and the United States in education, innovation and entrepreneurship, which are very conducive to build a stronger China in the future."I rise today to speak about a model for international cooperation that is said to hold promise and future opportunities for the United States," Tierney said when he was taking the floor at the House. BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.
