SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. Without events like the San Diego County Fair, horse racing, several smaller festivals, and more, the fairgrounds' revenue has been severely depleted. The venue had already lost the KAABOO music festival heading into this year as well, which was set to move to Petco Park this year.The fairgrounds says it needs million in relief aid from California in order to survive."From creating cherished family memories and generating 0 million in economic impact, to serving as an essential evacuation site during wildfires and providing nearly 4,000 full-time-equivalent jobs, losing the Fairgrounds would leave a giant void in San Diego as we know it," a release from the venue said.Fairgrounds officials are calling on the community to urge their local leaders to support emergency aid from the state.The fairgrounds has also set up a website here to help locals show their support and connect with local and state leaders to urge them to help. 1194

SAN DIEGO (KGTV) - The family who lost their home in the Willow Fire is hoping to track down their "angel" firefighter."I know we lost everything, but my dad is still here. We're just so grateful," said Gwendolyn Pavlick.Two days later, an emotional Pavlick shared details of her father's narrow escape from the flames. That Wednesday night, her mother was staying with her in Carlsbad. Her father Doug was fast asleep in his home on Wind River Road in Rancho San Diego, when the fire started. It raced up a hill within minutes. Doug woke up to a loud knock."By the time he got to the door, the kitchen was on fire. The fireman said, 'You have to go.' When he ran upstairs to get keys and wallet, the fire went through the windows of his bedroom," said Pavlick.Gwendolyn says her father has dealt with back and foot issues."My dad, who couldn’t run physically, somehow, at that moment, could," said Pavlick.Doug was able to drive away to safety. From a distance, he watched as his home of 33 years burned. Six other homes were damaged from the heat and smoke."It’s heart-wrenching because that house was in our lives so long, it feels like a family member," said Pavlick.On Thursday, Gwendolyn and her parents surveyed the damage, nearly everything lost, including thousands of family photos. Outside the home, they prayed. Gwen's mother told her they will rebuild."After seeing the house, the first thing she said was, 'God gave us this house. He’s going to give it to us again,'" said Pavlick.As for their biggest blessing - her father's safety - Gwendolyn is now trying to find the mystery firefighter who woke her father."I just want to tell him, 'Thank you so much for saving my dad's life.' I don’t know if he is real or an angel," said Pavlick.The home is insured. Pavlick says very little was salvageable.
