(KGTV) — An upset truck owner is making a plea for tips after a man was recorded dousing his Toyota Tacoma with a destructive substance.On Falcon Peak Street in Otay Ranch, Marc Galvez stumbled upon a very odd sight when he went to his truck Monday night: A liquid he thought was a milkshake. "When I hosed it down, I could see the paint coming down. I knew it wasn't a milkshake. I got angry and pissed off," said Galvez.MAP: Track crime happening in your neighborhoodA check of his Ring camera footage revealed the culprit. Just before 10 p.m., a man with "USA" written on the back of his shirt was recorded walking in the driveway, before walking away. A half hour later, the same man is back. With a bottle in his hand, he douses the truck with something, before walking off.  "I don't know that man. I've never seen him," said Galvez.RELATED: Escondido car vandalized with paint thinnerWhen Galvez looked over his truck, he found paint eaten away, everywhere. Police took a look and told him it was likely car paint thinner. Galvez is insured. He believes the repairs will total more than ,000. After viewing the report on 10News, another victim down the street walked outside to look at her truck. CHULA VISTA (CNS) - A Chula Vista company that sells health and wellness products received a letter from the Federal Trade Commission Friday warning company representatives to halt alleged claims that its products could treat or prevent COVID-19.Youngevity International Inc. was issued a letter stating that claims made on the company's website or through social media posts "unlawfully advertise that certain products treat or prevent" coronavirus.The FTC alleges one such claim made by Youngevity "business opportunity participants or representatives" includes a statement that with certain company products, "your body will be able to withstand and eliminate Covid-19 and the vaccines forthcoming for Covid-19."The agency also states that a link on the company's website marked "FlattenTheCurve Shop Immune Support" redirects users to the company's online store, where various "immune support" products are available for sale.Phone calls made to the company were transferred to Youngevity CEO Stephen Wallach, whose voicemail mailbox was full Friday afternoon.The FTC's letter states that it is unlawful to advertise that a product can prevent, treat or cure human disease without scientific evidence or studies substantiating such claims, of which there are none for COVID-19 in relation to Youngevity's products.The letter to Youngevity was one of six sent to companies across the country on Friday. The FTC also sent a batch of nearly 100 letters last month to various companies allegedly claiming their products and therapies could treat or prevent COVID-19, including four based in San Diego: ActiveHerb Technology Inc., Aspire Regenerative Health, EcoShield, LLC and Forever Ozone. 1699

(KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. (KGTV) -- San Diego Gas and Electric is looking into whether or not power lines were damaged during a brush fire in Chula Vista Monday night.The fire happened on Bay Boulevard at the Interstate 5 southbound off-ramp near the Bayfront Charter High School just before 7:00 p.m.At this time it's unclear what may have sparked the brush fire or how much was burned in the blaze. 10News will continue to keep you updated as soon as we have more information.  491

CHULA VISTA, Calif. (KGTV) -- The City of Chula Vista is highlighting local businesses that are adapting to serving customers outdoors because of the pandemic. City officials started posting pictures on the city's Facebook and Instagram pages on Monday. Since Monday, they've highlighted barber shops, art galleries, restaurants and yoga studios. The city is calling them ABC, or Accommodating Business Champions. The plan is to feature a different business every day. Itaglo Pasta Bar was one of the businesses featured. Owner and Chef Alejandro Vicens says he was happy to see his business featured by the city. Like so many businesses, Vicens has moved everything outdoors to be able to continue to operate. The city says it plans to continue highlighting business that are moving outdoors. City staff also tells 10News they've been going around the city taking pictures of those that are doing things properly to serve their customers. On Sundays during the month of August, Chula Vista also approved for a portion of Third Avenue to be closed to traffic, so businesses can expand onto the street. 1111
