That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. We know the county is not going to enforce, but we’re not sure if ABC who holds our alcohol licenses or others choose to keep enforcing.”Hakim is cautiously optimistic and will now offer minimal outdoor dining options at his locations in downtown San Diego, La Jolla, Encinitas, and North Park.“I’m still prepared for anything,” he said. “There really isn’t any evidence that sitting outside is contributing to the COVID cases; I think there’s evidence of people being inside, so I would agree with that, and I wouldn’t open inside just yet.”Mikko Sushi’s Escondido, Carlsbad, and Vista locations reopened for outdoor dining and indoor dining at 25% capacity Thursday.“We decided to open with all the safety guidelines that are mandated by the county and state we will follow that,” said Mikko Sushi co-owner Mia Davis. “We debated actually, should we really open or not, but after thinking through overnight, many of our employees need jobs, this is right before Christmas, and they need to put the food on the table, they need to pay their rent.”Davis said she had to furlough 70% of her employees after the latest restrictions on restaurants went into place, and they could only offer takeout.Both Davis Hakim said they have many safety precautions in place, and they’re following what happens next closely.“We take this COVID-19 seriously, and we know the cases are increasing, and we just want to follow the rules.” 2069

SAN DIEGO (KGTV) — Eldahmy Wellness Pharmacy just received a shipment of test strip kits that can detect signs of COVID-19 in the blood."I usually compare it to the blood glucose machine," said Ahmed Eldahmy, an advanced practice pharmacist who owns Eldahmy Wellness Pharmacy's two locations in La Jolla and Barrio Logan. "Hopefully in the future this point-of-care testing will be available in every doctor's office, clinic, pharmacy."The kits are allowed by the FDA for Emergency Use Authorization (EUA) as of March 31, 2020. Although he could not yet tell us the name of the company creating the kits, Eldahmy showed them to us and explained how they work to detect if signs of COVID-19 are present in the blood.RELATED: San Diego company gets FDA approval for 30-minute COVID-19 test"These are basically the antibodies that our test is trying to detect," Eldahmy explained while holding the test during a Skype interview. "We take a drop of blood and we put it in this spot at the bottom of the test. This is how we can figure out if the blood sample has the antibody component or not."He said it only takes moments to receive results."You leave it for about 5 to 10 minutes and it will tell you if it's positive or negative," he explained. "There’s only a one or two percent chance that it might not be accurate."RELATED: FDA warns of fake coronavirus home test kitsPeople must fill out a pre-screening questionnaire before receiving the test which asks if they've recently traveled to an area with known spread of COVID-19, if they've come in close contact with someone who tested positive in the last 14 days, if they have a fever greater than 100.4 or lower respiratory illnesses like cough, shortness of breath, difficulty breathing, and if they work as a first responder or healthcare worker.The answers will determine if one qualifies for the test."We can send it to a patient in their homes they can do it or we can do it here in our location," said Eldahmy. "We’d rather do it at our location in order to give patients a little bit of guidance or direction. "We just want to do something for our community, make sure that those who are actually on the fence, or they have symptoms, or they don't have access to the hospital, then we'll be able to help them out." Testing sites will be set up at both pharmacies."We’ll do one day in Barrio Logan and the next day in La Jolla and we will alternate," he said. SAN DIEGO (KGTV) - Despite the early morning wake-up call, San Diegans still got out to catch NASA's first interplanetary rocket launch from the West Coast.San Diegans unfazed by the 4 a.m. start time broke out their cameras and looked up to the sky to catch the Atlas 5 rocket take off from Vandenberg Air Force Base just north.Some users took to Instagram, others to our 10News Weather Watchers Facebook page. SAN DIEGO (KGTV) - Doctors across San Diego shared mixed emotions of despair and hope this week, as San Diego's COVID-19 cases surge while front line workers get the first doses of a vaccine."This is actually a really difficult time right now," says Dr. Holly Yang, the President of the San Diego County Medical Society. "Our hospitals are getting quite full and staff is getting really stretched.""It's tiring," says Dr. William Tseng, an Internist at Kaiser Permanente Hospitals. "But, as health professionals, we're here to take care of patients."They say this week has been particularly hard, as an influx of people who contracted the virus during the Thanksgiving holiday threatens to overwhelm the system."It gets tough," says Dr. Karrar Ali, an Emergency Room Physician at Sharp Chula Vista. "Now we're starting to make decisions based upon capacity... That's tough, when your resources start dwindling to the point where it's not just beds, but we're having staffing issues as well."Dr. Yang says, even as bad as things look right now, with the Southern California all but out of ICU beds, doctors in the SDCMS take hope from the vaccine."There's a light at the end of the tunnel," she says. SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571
