CHANGSHA, Nov. 28 (Xinhua) -- Central China's Hunan Province began building the country's third National Supercomputing Center (NSCC) on Sunday, where the world's fastest supercomputer, the Tianhe-1A, will be installed. Designed to handle one quadrillion computing operations per second, the NSCC in Changsha will add to the world's eight quadrillion-level supercomputing centers and national labs, said Du Zhanyuan, vice minister of the Ministry of Science and Technology.The new NSCC will be housed in Hunan University in Changsha, capital of Hunan, and the construction is expected to be completed by the end of 2011, said Du.Photo taken on Nov. 28, 2010 shows the effect displaying design of National Supercomputing Center located in Changsha, central China's Hunan Province. Earlier this month, the Tianhe-1A at the NSCC in Tianjin, which is capable of 2.57 quadrillion computing operations per second, was certified as the world's fastest supercomputer.Once completed, the Tianhe-1A at the NSCC in Changsha will be able to provide supercomputing services to the weather forecast, scientific research, biological pharmaceuticals, animation design and other complex work in central China, said Xu Shousheng, provincial governor of Hunan."The setting up of the NSCC in Changsha will raise the innovative level of Hunan Province and of central China," said Xu.Apart from the ongoing-construction, China has built two supercomputing centers which are located in Tianjin and Shenzhen, respectively.

We do not want U.S. weapon sales to Taiwan to further damage the relationship between China and the United States and the two nations' armed forces," Liang told a press briefing.On a question on the development of China's military power, Liang rejected claims that China's military development is a threat, saying its weapons still lag far behind developed countries."China's military hardware development is to meet its sovereignty and security requirements and targets no other countries and poses no threat to others," said Liang.Chinese Vice President Xi Jinping, while meeting with Gates later on Monday, stressed "reliable political basis" for Sino-U.S. military ties, which have gone through ups and downs in the past years.Xi, also vice chairman of China's Central Military Commission, urged the two militaries to take measures to safeguard the "stable and reliable" political foundation, that is, mutual respect for sovereignty, security and development interests."China-U.S. military relationship, as an important part of bilateral ties, is a sensitive field with more complicated factors," said Xi, hoping military-to-military relations could move forward in a healthy and stable manner.Another Vice chairman of China's Central Military Commission Xu Caihou made a three-point proposal on developing China-U.S. military ties, in his meeting with Gates.Xu called on to respect and accommodate each other's core interest and major concern, to cultivate and increase strategic trust between the two armed forces, and to consolidate and expand common interests for both sides.Calling U.S.-China relations the "most important" bilateral ties in the world, Gates told Xu that his visit achieved "important progress" in building stable military ties between both countries.Gates said his country was expecting President Hu's state visit. Hu is due to meet with Gates on Tuesday."China-U.S. military exchanges plays an irreplaceable role in solving deeper differences between the two countries," said Zhu Feng, an researcher on China-U.S. relations with Peking University.He said the military contacts would greatly help to beef up strategic trust between China and the United States, and also influence public opinion.Gates will visit the command of the Second Artillery Force of the PLA on Wednesday. This is his second China trip since he took office in December 2006.

BEIJING, Dec. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang said Wednesday China and France should together promote the healthy and stable development of bilateral ties.Li made the remarks while meeting with former French Prime Minister Jean-Pierre Raffarin and General Secretary of the Union for a Popular Movement (UPM) Jean-Francois Cope in Beijing.Li spoke highly of Raffarin's long-term contribution to Sino-French ties. He congratulated Cope on becoming General Secretary of the UPM.Referring to the important consensus reached by the two countries' leaders during Chinese President Hu Jintao's visit to France in early November, Li said the China-France relations are developing well.He suggested the two nations further enhance communication and coordination on major international and regional issues while deepening pragmatic cooperation in all areas.Li said the Communist Party of China (CPC) attaches importance to developing friendly cooperative relations with the UPM.The CPC hopes to enhance mutual understanding and trust with the UPM so as to make a positive contribution to bilateral ties and China-Europe ties, he added.Raffarin said China is playing an increasingly important global role.He said he hopes to continue to deepen friendship between the two peoples.Cope said the UPM hopes to strengthen party-to-party exchange and boost bilateral cooperation and communication with the CPC.Founded in 2002 by Jacques Chirac, the UPM currently enjoys an absolute majority in the National Assembly and a plurality in the Senate of France.Its leader, Nicolas Sarkozy, was elected President of France in 2007.
