SACRAMENTO, Calif. (KGTV) -- Republican California State Senator Brian Jones is behind a new bill that, if passed, would change the way military retirement pay is taxed. The bill, titled SB 1071, would exempt military retirement pay from the state’s income tax. According to Jones, California is one of only seven states that fully taxes military retirement pay. Other states include Montana, New Mexico, Rhode Island, Utah, Vermont, and Virginia. SAN DIEGO (CNS) - A City Council committee Wednesday unanimously directed the City Attorney's office to draft an emergency declaration over a lack of shelter space, which has exacerbated a deadly outbreak of hepatitis A among San Diego's homeless population.A declaration regarding shelters is already in place. County health officials said 421 people became ill and 16 have died.Councilman David Alvarez proposed the declaration nearly two weeks ago, calling for immediate action because of the fatalities. In response, the office of Mayor Kevin Faulconer said the declaration was unnecessary, since the city was taking steps to combat the illness.RELATED: San Diego to begin spraying down streets to control Hepatitis?A outbreakFaulconer and Ward announced before the meeting a plan to open three large tent shelters in San Diego.On Tuesday, the city began a pilot program to keep 14 public restrooms in Balboa Park open 24 hours a day. SAN DIEGO — Police are investigating multiple shootings that erupted in downtown San Diego Monday night.The gunfire was reported around 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.A crew for Scripps station KGTV in San Diego was at the scene of one shooting at 15th Street and Island Avenue where several victims were being loaded into ambulances. Two other people suffering gunshot wounds were located near Market Street.No further information about the victims is available at this time.A witness told KGTV that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene.It is unknown at this time if there are any other victims. San Diego Police Department Gang units are also on scene.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park. 1015

  

SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed.
