I haven’t set foot in a grocery store in nearly four months.With a 10-month-old baby to think about, my husband and I have kept trips to the store to a minimum out of an abundance of caution during the pandemic. We’re fortunate to have just about every grocery delivery service at our disposal — and we’ve taken advantage.In between orders from Costco, Whole Foods, Imperfect Foods and more, I’ve noticed our virtual shopping habit is changing how we budget. We’re accounting for new grocery-related expenses. We’re also more deliberate about what we buy.Here’s why online grocery shopping could affect how much you spend — and ways to keep your budget intact.MarkupsYou could pay more online than in the store for the exact same item. That’s because some delivery services, or the retailers they partner with, inflate grocery prices to cover fulfillment costs.On Costco’s website, I was met with the message “item prices are marked up higher than your local warehouse. Instacart uses the markup to pay for their delivery service.” The exact price difference wasn’t specified.Same-day delivery service Shipt says its members can expect to pay about more on a order online than in the store. Plan that you will spend a few extra bucks every time you buy groceries online.Extra chargesAt the grocery store, the price you see is typically the price you pay. But online, fees for delivery, service, alcohol, memberships and subscriptions could be tacked onto your bill. Extra charges could range from a couple dollars for a service fee to about a hundred dollars for a membership.“You’re spending more money because it’s a service,” says Jennifer Weber, a certified financial planner in Lake Success, New York.How you use that service can also affect the cost. Often, you’ll pay a premium for quicker or high-demand delivery times. Then, there are tips. Tipping, while optional, is a simple way to support the workers risking their health to provide you with an essential service. Many grocery services set a default tip, so make sure to pick the amount you prefer.SubstitutionsItems could be unexpectedly out-of-stock, incorrect or missing from your delivery. Certain services allow substitutions for unavailable inventory. However, that can come at a higher cost. When the conventional tomatoes I ordered sold out, I ended up with organic tomatoes for more.When using services that charge for pricier replacements, consider opting out of automatic substitutions or allocating a few extra dollars toward your grocery budget as a cushion. Inspect orders closely upon arrival as well and notify the company if you’re charged for forgotten or incorrect items.Impulse purchasesGetting your groceries while sitting in front of your screen isn’t all bad news for your wallet: 46% of consumers say they’ve made fewer impulse purchases since shifting to online grocery shopping in the spring, according to a survey from Magid, a business strategy and research company.“Careful planning and buying only what you intend to is a little bit easier to do online,” says Steve Caine, a partner with the retail practice of Bain and Company, a management consulting firm. “You don’t get influenced quite the same way as you do when you’re walking through a store.”With no enticing candy displays or cleverly arranged shelves to stroll past, you might fill your cart with fewer items. Plus, Caine says shopping online allows you to better keep a “running total” of your purchase, while in the store, you usually don’t know until checkout.Ways to watch your budgetOnline grocery shopping is here to stay for the foreseeable future. These strategies can reduce the strain on your budget.Make a list. Check your fridge or pantry and jot down what you need for the week. “You can think ahead and say, ‘I want to spend 0 or .’ Then, you can do price comparisons for those items,” Weber says.Compare grocery services. Try building a basket on a few different sites to see which offers the lowest price on items. Explore all the costs involved and look for coupons or promotions before checkout.Be flexible. Choosing curbside pickup can help you skip delivery fees, tips and other charges. But if you opt for delivery, note that one-hour or same-day windows could be more expensive. In a vote Thursday night, the Milwaukee Public School board voted to end their contract with the Milwaukee Police Department. Portland, Oregon followed soon after. Just last week, Denver, Seattle and two districts in the Oakland area voted to end their formal relationships with local police. Time Magazine reported the presence of officers on school campuses has increased in the last two decades, partially because of the increase in school shootings since the 1999 tragedy at Columbine High School in Littleton, Colorado. Prior to Thursday's vote in Wisconsin, the Milwaukee Police Department issued a statement."We agree with the many voices from our community who believe that the funding should be reinvested into our public school system to support social services. In a series of unusually candid remarks, the US general in charge of the nation's nuclear arsenal has issued a stark warning that Russia and China are "aggressively" developing new high-speed, or hypersonic, weapons that the US currently has no defense against.The weapons might not be operational for several years, but Gen. John Hyten, the four-star head of US Strategic Command, is warning that changes to missile defenses are urgently needed or the US will be unable to detect them when they are operational."China has tested hypersonic capabilities. Russia has tested. We have as well. Hypersonic capabilities are a significant challenge," Hyten told CNN in an exclusive interview. "We are going to need a different set of sensors in order to see the hypersonic threats. Our adversaries know that."Hyten and other military officials say the current generation of missile detecting satellites and radars won't be enough to detect these new generation weapons. Hypersonic is generally defined as a speed of Mach 5 or over 3,806 miles per hour."We've watched them test those capabilities," Hyten told Congress last week. But with unusual public candor about potential US military shortfalls, he acknowledged "we don't have any defense that could deny the employment of such a weapon against us, so our response would be our deterrent force, which would be the triad and the nuclear capabilities that we have to respond to such a threat."Hypersonic missiles fly into space after launch, but then come down and fly at high speeds on a flight path similar to an airplane. Their lower trajectory make them more difficult for US missile defense satellites and radars to detect. Russia has openly stated it is developing high-speed air-launched missiles as well as underwater hypersonic drones.The Pentagon is currently writing a review of its missile defenses to help determine what new capabilities might be needed to deal with new classes of attack weapons. Hyten gave Congress a hint of what may be in that review stating "the first thing we need is better sensor capability, better tracking capabilities to make sure we can characterize and then respond to that threat."He also called for improved US warheads, essentially "better kill vehicles on the top of our interceptors so that those kill vehicles become more and more lethal." The Pentagon is also working on concepts for interceptor missiles that repel a barrage of enemy attack missiles. Current US missile defenses are designed to only shoot down a small number of enemy missiles.The US focus has largely been to work on hypersonic technologies across the board. But Russia is now well into testing some of its systems. Earlier this month Russia showed video of what the Kremlin said was an air-launched hypersonic ballistic missile.When asked how far along the Russian hypersonic program is, Hyten told CNN, "I don't want to put a who's winning the race, I'll just say there is a race."When asked how soon it could be before the Russians have an operational hypersonic weapon that could reach the US, Hyten said, "It's similar to the North Korea problem. If you continue to pursue that technology, you will get there. And the Russians will get there, the Chinese will get there and we'll get there -- and we'll have to figure out how to deal with that." 3323

  

House Speaker Nancy Pelosi says she will keep the House in session until another round of COVID-19 stimulus passes through Congress.Pelosi made the comments Tuesday morning during an interview on CNBC."We are committed to staying here until we have an agreement — an agreement that meets the needs of the American people," Pelosi said, according to CNN. "We're optimistic that the White House at least will understand that we have to do some things."Rep. Hakeem Jeffries, D-New York, the chairman of the House Democratic caucus said during a press conference Tuesday that the caucus remains committed to staying in session until Congress passes a "meaningful" stimulus package.The House is slated to remain in session through Oct. 2. Traditionally, lawmakers would then return to their districts to begin campaigning ahead of election day.Congress has passed several COVID-19 stimulus bills since the pandemic reached the U.S. in February. However, key provisions of the largest stimulus bill, the CARES Act, expired weeks ago. Among those were 0 weekly benefits to those on unemployment.Even though unemployment remains historically high in the U.S. both the House and Senate adjourned for their annual August break.In May, the Democrat-led House passed the HEROES Act, a trillion stimulus plan that would, among other things, extend unemployment benefits through the end of the year. That bill has not been considered for passage in the Senate.During his press conference Tuesday, Jeffries said Democrats would be willing to cut the funding they proposed in the HEROES Act by a third.
