CHICAGO, Ill. -- As coronavirus cases continue to spike, some states are reinstating restrictions on indoor dining. Restaurants already reeling with huge financial strains are trying to find innovative solutions to keep their doors open. Some are thinking outside the box and into a bubble.“What you're seeing in Washington D.C. and Chicago and elsewhere are local mayors trying to incentivize and help restaurants winterize their outdoor spaces and really doing whatever they can to encourage outdoor dining,” said Mike Whatley, vice president of state and local affairs for the National Restaurant Association.But with indoor dining shut down in many places across the country, geodesic domes or igloos, tents and mini greenhouses are popping up to help keep diners warm and safe.The National Restaurant Association says a recent survey indicates 49% of full-service restaurant operators say they are taking actions like installing tents or patio heaters to extend their outdoor dining season.Restaurant owner Sophie Huterstein and her staff built 14 4x6 greenhouses for use outside her restaurant, The Darling.“We’ve been utilizing this system of being able to dine together, apart from the moment we reopened after the initial shutdown, as a genuine intent to protect the guests and our staff,” she said.The idea was inspired by an installation in Amsterdam. Each one can accommodate two to four people and is helping sustain her business while indoor dining is restricted.“You are sitting closely in there, but it is our hope that no one would dine with people that they are not very familiar with,” said Huterstein.Safety experts say this type of seating can keep people safe if there’s frequent cleaning and ventilation.California resident Sarah Moffat dined inside a greenhouse for the first time.“I don't know if we're gonna have a sense of normalcy ever again,” said Moffat. “But to have moments that you can share with friends and your close loved ones in a safe environment is kind of amazing.”The City of Chicago challenged designers from across the country to propose winter dining solutions.Atlanta-based national design firm ASD/Sky created a modular cabin inspired by ice fishing huts that would fit inside the footprint of a parking space. Their goal was to create a reason to stay on-site instead of taking out.“People just want an experience that’s what we're lacking right now,” said ASD Sky Designer Nicole Grillet. “So that was the driver behind creating this idea.”Urban development designers Neil Reindel and Flo Mettetal were inspired by Legos with their "Block Party" concept. The compact, heated two-seater eat-in modules can be deployed and retracted.“Much like how you would previously push tables together, the idea would be that these frames of two could be connected in increments of two and you could have larger or smaller groups based on that,” said Reindel.It’s something they say could be utilized anywhere in the country.“It was really meant to be user friendly and kind of fit the needs of the restaurant wherever it is,” said Mettetal.With 40% of restaurant owners worried about staying in business through February, many are banking on futuristic dine-in concepts to help them brave the uncertain winter ahead. 3260

(AP) — JPMorgan Chase says it will extend billions in loans to Black and Latino homebuyers and small business owners in an expanded effort toward fixing what the bank calls “systemic racism” in the country’s economic system. The bank said it is committing billion over the next five years toward programs that include earmarking more money for getting Black and Latino families into homeownership and providing additional financing to build affordable rental housing units. CARLSBAD, Calif. (KGTV) -- First responders in Carlsbad are prepared for any emergency, thanks to their state of the art training facility."This is how we become good," says Carlsbad Fire Captain Scott Tucker. "This is our hallowed ground where we get to spend all the time, make the mistakes here, so we don't make them out there."The Carlsbad Safety Training Center spans four acres. It includes a four-story live burn tower, a two-story home, and a main street replica. It also has two shooting ranges, classrooms, and computer simulation rooms.The parking lot can also be used for driving simulations and tests."It's realistic training," says Carlsbad Police Captain Peter Pascual. "The officers can utilize what they learn in the training environment, out in the field."The shooting ranges are adaptable, letting agencies set up different scenarios. They can even drive cars into the range. "It allows us to get in the right frame of mind in how to survive and solve these problems in the field," says Pascual. "We try to create scenarios that are realistic and functional for the success of the officers in the field.""It allows us to get a good foundation in training and build on stuff that we normally don't get to do," says Tucker.Facility Manager Jason Kennedy says the complex tries to stay as modern as possible, always adding more ways to train."We're always looking forward, cause training is so dynamic," says Kennedy. "We're trying to look forward at what things are emerging in the environment."The facility has become so popular, other state and federal agencies have rented the facility from Carlsbad for their own training events.This year, 28 different agencies from around California and the rest of the United States have booked time to train in Carlsbad. Hundreds have stopped by either for tours or training since it opened."It is movie-esque," says Tucker. CARDIFF, Calif. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. CHP reopened all lanes to traffic just before 9 p.m. 977

CARLSBAD (KGTV) -  A new online tool is helping Carlsbad residents voice their opinions on issues and how they prefer their tax dollars spent.Voterfied allows voters to weigh in from their phone or computer. "Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. "Instead of having a community center, the public thought more about having a dog park," Hall said.Carlsbad's next big change?
