SANDY SPRINGS, Ga. – A babysitter in Georgia has been charged with the murder of a 2-year-old girl who was under her care.The Sandy Springs Police Department said in a statement Tuesday that it began investigating on Dec. 9, when it received a report of an unresponsive child inside an apartment.First responders rushed the girl to an Atlanta-area hospital, where police say she was pronounced dead by medical personnel.Detectives say the child had been in the care of her babysitter at the time, 29-year-old Kirstie Flood.Later, police say an autopsy performed on the child revealed she suffered severe injuries that resulted in her death while under the care of Flood.Flood has since been arrested and charged with two counts of felony murder, one count of malice murder, one count of aggravated battery, and one count of cruelty to children.The police department didn’t release the identity of the victim. However, loved ones have told news outlets in the Atlanta area that the girl’s name was Fallon Fridley.Fallon’s parents told WSB-TV that Flood had been their full-time babysitter since August and they never suspected she would be capable of something like this.According to a warrant obtained by WSB-TV, police allegedly discovered Flood had been searching things on her phone, like “what type of people enjoy abusing other people’s children” and “what does it mean to have a sudden urge to beat a child that’s not yours.”Authorities are continuing to investigate. Sandy Hook, Orlando, Aurora, Las Vegas, and now Sutherland Springs, Texas. As we struggle to find answers and to come to terms with the reality of mass shootings, one of the key questions is, why?What drives some people to carry out unthinkable attacks? And what do mass shooters tend to have in common?Dr. Richard Cooter is a forensic psychologist at George Washington University. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434

(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN MARCOS, Calif. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329
