SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help locating a man suspected of threatening a Target employee with a razor during a robbery.Police say the incident happened around 10 a.m. on March 25 at the Target on the 1200 block of Camino Del Rio North.According to police, a loss prevention officer noticed a man inside the store he recognized from previous encounters.Police say the man grabbed three memory cards and attempted to remove them from their cases.After removing one of the memory cards and placing it in his pocket, the man was confronted by the officer who followed him to the exit.The suspect then threatened the officer with a folding razor knife he removed from his waistband.The suspect is described as a six-foot tall 28-year-old white male wearing a tan colored long-sleeve dress shirt, blue jeans and black tennis shoes.Anyone with information is asked to call San Diego Police at 619-531-2299. 951

SAN DIEGO (KGTV) - Recent changes at the border are being felt as President Trump considers a total border shutdown to combat the immigration crisis. Customs and Border Protection officials announced the reduction of the commercial lanes at Otay Mesa from 10 lanes to 8 Tuesday. “4 to 5 hours,” said one driver who added another man in his fleet took more than 6 hours to make it across Wednesday. Companies say drivers are missing deadlines or just skipping the day altogether to avoid the delays. “They lose millions,” said driver Benjamin Alfaro on the already cumbersome process taking even longer, “so if they don’t do that in the normal time of course they lose money. SAN DIEGO (KGTV) -- San Diego Lifeguards responded to two reported shark sightings off Scripps Beach Friday morning.San Diego Fire-Rescue Department officials said the first report came from a surfer at the beach -- located between La Jolla Shores and Ellen Browning Scripps Memorial Pier -- at around 10:30 a.m. As of 4 p.m., there were no additional sightings and the advisory for beachgoers had been lifted from La Jolla Shores beach.The surfer told lifeguards she was about 100 yards from the beach and within the surf line when she saw a six-foot shark “that was not acting aggressively and was heading north,” according to SDFD officials.Lifeguards patrolled the area where the share was seen but did not locate it.SDFD officials also said another surfer told lifeguards of a shark in the area that was also about six feet in length.Lifeguards at the beach are informing beachgoers of the sightings and posted warning signs on the beach.SDFD officials said no city beaches were closed.The sightings come one day after at least three sharks were seen in the waters off Torrey Pines State Beach. 1107
