SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. SAN DIEGO (KGTV) -- Authorities are searching for a felony traffic violator in Mission Valley who drove onto trolley tracks while fleeing from police during a chase Sunday morning. Police say officers tried to pull over a vehicle on Hotel Circle shortly before 9 a.m. because the vehicle didn’t have a front license plate.During the chase, the suspect failed to stop and ran several lights at high speeds. SAN DIEGO (KGTV) -- California will close state beach parking lots in San Diego County ahead of July Fourth.In a news release Friday, the state listed San Diego among six other counties where parking will also be closed at state beaches.Other state park units will remain open, according to the state, but State Park staff will monitor visitation to ensure compliance with public health orders."Everyone has the responsibility to mitigate the spread of COVID-19, including in the outdoors," the state said. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. SAN DIEGO (KGTV) — COVID-19 related hospitalizations are on the rise in San Diego County and some healthcare workers are worried we will continue to see a significant increase over the next several weeks to months.“We’re actually seeing significant increases,” said Dr. Ghazala Sharieff, Scripps Health Chief Medical Officer for Clinical Excellence and Experience. “We’re actually higher than we were back in July. Yesterday alone the numbers we got from the county we had 532 hospitalizations across the region.”The total number of positive COVID-19 cases in the county is now 75,305. According to county data, 4,470 of all COVID-19 cases have required hospitalization, and 1,006 had to be admitted to an intensive care unit.Sharieff said Wednesday at Scripps campuses, more than 100 people were hospitalized with COVID-19.“We had 117 cases that is with 16 discharges, so if we weren’t able to send home those patients yesterday, we would be at our peak level in July,” she said.She said the concern is growing from those in the medical field, not only after local Halloween parties locally, but as we enter Thanksgiving and the next several holidays.She expects the numbers to continue climbing into early 2021.“What we’re seeing now is what we have predicted,” she said. “We do worry that two or three weeks out from now that we’re going to see the number increase as well.New Year’s Eve is December 31st; if you calculate just exactly what we’re seeing now, people start getting sick in that first two weeks, because the incubation period is two to fourteen days after exposure, then they get really sick and hospitalized, and then the intensive care unit comes, so I’m very worried.”Like many healthcare systems, she says Scripps is seeing a surge in hospitalizations countywide, but even more in the South Bay, where Covid-19 has hit the community hard.Scripps has a detailed plan in place and has managed to balance hospital capacity by transferring patients to different hospitals to not overwhelm a specific location.“Every day, between 4 to 5 patients are getting transferred out of the Chula Vista campus,” she said. “Yesterday we had five transfers, this morning we had two from Chula Vista to Green, and two from Mercy Chula Vista to La Jolla. We don’t want all of the strain to go on our staff in one place when we have capability elsewhere.”“It’s really hard on the healthcare providers when we’re out there trying to save lives, and we see people taking risks like they don’t have to take right now,” she said. “It’s a punch in the gut every time.”Sharieff said the hospitals are well equipped with PPE this time around, but while many people may be letting their guards down and gathering this Thanksgiving, she’s reminding everyone that this pandemic isn’t over and will get worse if we don’t act now.“Just one thing that you do can impact so many lives afterward,” she said. 2901
