The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. The holiday season is here and small businesses, particularly restaurants, need all the help they can get.Many have had to close their doors a second time as coronavirus cases soar and more states implement more stringent shutdown measures.“We’ve got to do what we’ve got to do,” said Alejandro Landa, a server at his family’s diner in Denver.Last week, Landa’s family had to decrease its indoor dining capacity from 50 percent to zero as the state implemented its “code red” COVID-19 lockdown, which only allows for limited outdoor dining, while also allowing to-go and delivery orders.He says the family learned that tips on any take out orders are a big help. Most servers rely on them for most of their income.“This is all we have right now,” said Landa. “It’s a family restaurant. It’s just my mom, my two sisters, and my grandma at home. It’s all we have, and we really need to keep it up because there’s no other place to go.”Other restaurants suggest checking to see if gift cards are available. Purchasing one can give the establishment a quick influx of cash, while offering the guest a dining experience once things return to normal once more.“When our GM said we won’t be able to do dine-in for close to the rest of the year, we’re like that’s crazy talk, this is going to get better,” said Sierra Taruini, an assistant manager at an Italian Eatery. “It hasn’t gotten better. I’m a little biased but I think our food would make for a great gift.”Tarquini is one of four people on staff at diFranco’s. Typically, the bistro employs 8-10 people, but the initial and subsequent lockdowns have forced them to cut staff to barely stay profitable.Tarquini says food delivery services such as Uber Eats and Door Dash can give them additional revenue, but she suggests ordering the food from the restaurant’s website directly. Oftentimes, those carrier services charge the restaurants a small fee per order. Tarquini says by calling the restaurant directly, they can save a few additional dollars, and more menu options may be available.“The phone doesn’t stop and that has really helped me,” said Ron Robinson, owner of Gaetano’s, an upscale Italian restaurant.Robinson says he never tried takeout before COVID because his dishes are made fresh and transporting them with the same quality can be difficult. Ever since he adjusted as a way to stay in business, however, he says people have shown massive support as they order directly from him for date nights and other occasions.“I had a guy the other night come in and get eight martinis to go,” said Robinson. “You know, they buy bottles of wine to go, so every little bit helps.”Robinson says if a restaurant offers alcohol, ordering a craft cocktail to go is beneficial. The man convicted of killing his pregnant wife and two young daughters in Colorado is likely now in the Wisconsin Department of Corrections. According to media reports, including Radar Online, Chris Watts, 33, was transferred to Dodge County Correctional Institution last week. Watts eventually confessed to killing his pregnant wife and two young daughters in August. He took a plea deal to avoid the death penalty. He was sentenced to five life sentences. The Wisconsin Department of Corrections would not confirm whether Watts is in its custody but released the following statement: "The Department of Corrections is not confirming the location or disclosing the identity of inmates who may have been transferred to Wisconsin under the Interstate Corrections Compact. Questions should be referred to the state correctional agency which transferred the inmate."On the Wisconsin Department of Corrections website, there is a link to send money to inmates. A Chris Watts, with the same date of birth, is listed on the Wisconsin DOC commissary listing. The site only lists Watts as being in the Wisconsin DOC, however, Radar Online says he is specifically being held at the Dodge County Correctional Institution.Dodge County Correctional Institution is the same prison where other notorious killers like Ed Gein, the man who inspired the movie Psycho, have been held. "I'm not able to confirm any information regarding the possible location of inmate Christopher Watts," a Dodge County Correctional Institution spokesperson said.According to the Colorado Department of Corrections, high-profile prisoners can be moved to another state's system for safety reasons under the Interstate Compact. The Indianapolis 500 will be held without fans in attendance on Aug. 23 due to escalating concerns over the coronavirus pandemic in Marion County, the Indianapolis Motor Speedway announced Tuesday.It will mark the first time in the 109-year history of the Indy 500 that it will be run in front of empty stands at the 2.5-mile oval track.“As dedicated as we were to running the race this year with 25 percent attendance at our large outdoor facility, even with meaningful and careful precautions implemented by the city and state, the COVID-19 trends in Marion County and Indiana have worsened," a news release from IMS said.First held in 1911, the Indianapolis 500 is the largest single-day sporting event in the world with approximately 350,000 people annually packing the track's grandstands and infield to watch "The Greatest Spectacle in Racing." Running the race without fans prevents the seventh cancellation in Indy 500 history. The race was not held in 1917-18 during World War I, and from 1942-45 during World War II.In late March, IMS leaders rescheduled the race from May 24 to Aug. 23. Officials said on June 26 that Indy 500 attendance would be limited to no more than 50%.That number was further decreased on July 22 when plans were scaled back to host the race at 25% capacity. Face coverings would be required, and the Speedway released an 88-page health and safety plan that provided guidelines and protocols for how the race would be run in 2020.Even at 25% capacity, the race would have been the largest event held in the United States since the beginning of the coronavirus pandemic.IndyCar and IMS owner Roger Penske previously said he wouldn't run the race without fans, but the realities of the pandemic prevailed.“We need to be safe and smart about this,” Penske told the Associated Press. “Obviously we want full attendance, but we don’t want to jeopardize the health and safety of our fans and the community. We also don’t want to jeopardize the ability to hold a successful race.”In a news release, IMS said in the weeks since the June 26 announcement of 50% capacity, the number of COVID-19 cases in Marion County has tripled while the positivity rate has doubled."We said from the beginning of the pandemic we would put the health and safety of our community first, and while hosting spectators at limited capacity with our robust plan in place was appropriate in late June, it is not the right path forward based on the current environment," the release said.How fans will be impactedThe announcement of no fans on race day also means all on-track activity during the month of August, including practice and qualifications, will be closed to the public. The first practice will take place on Aug. 12.Fans who still have tickets to the 2020 Indy 500 will be credited for the 2021 race and retain their seniority and originally assigned seats.Additionally, as announced in July, the race will be broadcast live on TV in Central Indiana for the first time since 2016.State and city leaders react to Speedway's decisionIndiana Gov.
