Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday. PARIS, March 8 (Xinhua) -- Nuclear power should be developed with due regulations and in an orderly way thanks to its strict requirement for human resources, technology, security and quality, a Chinese official said Monday here at the international conference on civilian use of nuclear energy.Nuclear power, a clean, safe and economic energy, "plays an important role in energy conservation, environment protection and the strive to cope with climate change," Deputy Director of China' s National Energy Administration Wu Yin said, adding it has became "a major choice to develop economy and optimize energy structure" for many developing countries.Speaking to representatives from about 60 countries at the headquarters of the Organization of Economic Cooperation and Development, Wu said that changing the mode of energy development, optimizing the energy mix and reducing carbon emission is now a shared aspiration of the world.According to him, China has accelerated the construction of nuclear power stations in recent years. Besides 11 nuclear power units that are already in operation, there are 21 many units under construction with a combined installed capacity of 23 gigawatts.Taking the nuclear security as the top priority, Wu presented some suggestions addressing the increasing global demand of nuclear access."The security of nuclear energy is beyond borders, we should strive to shape a culture on safe use of nuclear power. BEIJING, March 5 (Xinhua) -- China's Ministry of Commerce spokesman Yao Jian said Friday the U.S. decision to impose preliminary duties on Chinese potassium phosphate salts and coated paper was unfair and discriminatory.Yao said "frequent" countervailing probes by the U.S. into Chinese products have "unfairly restricted normal exports," adding the fresh anti-dumping measures came only two years after the U.S. ruled China's coated paper exports did not harm the domestic industry in November 2007.The two products will face 109 percent and up to 13 percent duties, respectively, according to a U.S. Commerce Department statement Tuesday.Yao said the fundamental reason behind the difficulties in the U.S. coated paper industry was due to weak demand caused by the financial crisis. He said passing the problem on to Chinese manufacturers was unacceptable.He said China firmly opposes abuse of trade protectionist measures by the U.S. and would negotiate with the U.S. over the unfair move to protect the interests of Chinese companies.

CHONGQING, Feb. 8 (Xinhua) -- The Chongqing Higher People's court on Monday upheld the convictions of 54 members of two mafia-like gangs, amid a massive crackdown on organized crime in the southwestern Chinese city.In the second trial at the court, Wang Tianlun, leader of a 23-member gang, was sentenced to death with a two-year reprieve for organizing and instigating gang-related crimes, forcing others to trade and assault.Wang had controlled a local market since 1995, using violence and other criminal means to force vendors to sell meat injected with water, the court said.Tang Youbin, a gang member, was also sentenced to death with a two-year reprieve on similar charges. Another 21 members received life imprisonment and jail terms ranging from one to 20 years.In a separate case, Li Qiang, a former municipal lawmaker, was sentenced to 20 years in jail for seven crimes including organizing a 31-member criminal gang, disturbing public order, disturbing traffic order, illegal business, bribery and hiding accounting documents.Li Qiang based his gang around the company he founded in 1996, Chongqing Yuqiang Group Co. Ltd. To boost his company's share of the Chongqing transportation market, Li organized gang members to disturb the traffic order and cause traffic jams. More than 55 buses were illegally put into use in the city, with the illegal business generating an estimated 18.4 million yuan (2.7 million U.S. dollars).Of the other 30 members of the gang, 25 received sentences ranging from one to 18 years.The members of the two gangs were put on trial in December last year at the Chongqing No. 5 Intermediate People's Court.
