SAN DIEGO (KGTV) - San Diegans are desperate for affordable housing and scammers are taking notice and using new tricks. 10News investigative reporter Jennifer Kastner spoke to the District Attorney's Office about how the internet is flooded right now with local rentals ads that are fake, and how renters can avoid getting burned.When Nicole Lloyd saw a Craigslist ad for a three-bedroom home in Clairemont for 50 a month, she jumped on it. “It sounded too good to be true, but [I had to] check it out,” she tells us.The person who said he was the owner sent her a text. “He said that he was out-of-state,” says Lloyd.He gave her a code for the front door and told her to let herself in. After she toured the property, he wanted her to wire him money through Western Union before he would prepare a lease.RELATED: Making It in San Diego: Study shows one-bedroom apartment rent in San Diego is cheaper than studio rentLloyd smelled a scam.“I probably see about three or four [rental scams] in a week,” explains San Diego County Deputy DA Brendan McHugh. McHugh says online rental scams are hugely prevalent right now, but most of the time scammers won't let renters see the property before asking for a wire transfer, which makes Lloyd's situation unique. She got to see the home first.“That's kind of what made us believe it might be real,” Lloyd adds.RELATED: Making It In San Diego: Strangers team up to afford the rent10News found the true owner, a home leasing company called Invitation Homes. The company confirmed that the house was being used in a scam.A statement from the company to 10News reads, “With regard to the home on Broadlawn Street, we have seen fraudulent activity, but fortunately no one has fallen victim to the attempted scam at this home. We have posted a sign in the home, as we do in all of our homes, alerting potential residents of potential scams so that they that will be particularly vigilant. We have asked Craigslist to remove the fraudulent listing, which they have (we do not advertise on Craigslist), and we have turned off the self-show option on the home so that prospective residents are able to view the home only if accompanied by an Invitation Homes agent.”“I was on Apartments.com, Zillow, Craigslist and a few other recommended [sites] that people gave me,” says Rebecca Weinrib.RELATED: San Diego's top neighborhoods to get more rental space for the moneyWeinrib admits that even she almost fell for online rental scams when she was recently looking for a place in Little Italy.“I went to law school. I run a company. I started a nonprofit…however, I don't remember seeing this situation two years ago when I was renting,” she adds.Weinrib was bombarded with requests to send money before she was allowed to see the properties. “A lot of them would say, ‘Wire it.’” She tells us a lot of them would also tell her that they don’t live locally.“You'll often see these scams saying that the person you need to talk to is deployed so just send the money and information now and we'll deal with it later,” says McHugh. He adds, “If you can't go inside and see the property before you're required to exchange money or personal identifying information, that's another huge red flag.”McHugh also says that it's best to be cautious when landlords are using auto-generated email addresses and when landlords post ads that contain several grammatical errors. 3405

SAN DIEGO (KGTV) — San Diego Convention Center opened its doors Wednesday as a temporary shelter for homeless individuals during the coronavirus pandemic.Starting with groups from San Diego's bridge shelters, the center will house homeless individuals to help protect them from the coronavirus and continue providing them shelter. The plan is to move in 400 people Wednesday. "For countless San Diegans, this has been the site of naturalization ceremonies, allowing them to start their new lives,'' Faulconer said last month. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." He acknowledges the VA is over-burdened, but he tells his clients not to give up. He says persistence pays off. It disappoints Watt to see someone wait years or decades before coming in. His wife Cyndy has been caring for him for years. The medical bills have mounted, and take the majority of their money. Other things around the house have had to go unattended. After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power.
