BEIJING, Jan. 24 (Xinhua) -- China has invested 115 billion yuan (17.45 billion U.S. dollars) on the South-to-North Water Diversion Project as of the end of last year, a senior official said Monday.E Jingping, director of the Office of the South-to-North Water Diversion Project Commission (SNWDPC) of the State Council, said construction on 40 projects began last year, marking a new annual record.No major accidents happened while constructing the projects last year, E said.The South-to-North Water Diversion Project is designed to divert water from the water-rich south of China, mainly the Yangtze, the country's longest river, to the country's arid northern regions. It will consist of three routes: an eastern, middle and western route. The project started with construction of the eastern route in 2002.Up until now, both of the eastern and middle routes were already under construction. The western route, meant to replenish the Yellow River with water from the upper reaches of the Yangtze through tunnels in the high mountains of western China, is still in the planning stage.About 330,000 people in Hubei and Henan Provinces will be relocated before the middle route is completed in 2014.

BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. BEIJING, Feb. 8 (Xinhua) -- Forty people died in more than 118,000 cases of fire reported across China from February 2 to February 8, as Chinese revelers celebrated the Lunar New Year holiday with fireworks, according to a statement released Tuesday by the country's Ministry of Public Security.The number of cases jumped from the 7,480 fires reported during last year's Spring Festival holiday, which caused losses worth 28.5 million yuan. The incidents also injured 37 people and caused more than 56 million yuan (8.5 million U.S. dollars) in damages, which is almost double the figure from last year.However, this year's losses did not include a case in northeastern Liaoning Province where a five-star hotel in the city of Shenyang was set ablaze by fireworks on February 3.The fire, which caused no casualties, is possibly the country's largest fireworks accident during this year's Spring Festival celebrations.According to the statement, some 260,000 police and fire fighters across the country were mobilized for 24,800 fire control missions.The personnel rescued more than 1,600 people and evacuated tens of thousands. WASHINGTON, May 20 (Xinhua) -- The U.S. Food and Drug Administration (FDA) on Friday approved Sutent to treat patients with progressive neuroendocrine cancerous tumors located in the pancreas that cannot be removed by surgery or that have spread to other parts of the body.Neuroendocrine tumors found in the pancreas are slow-growing and rare. It is estimated that there are fewer than 1,000 new cases in the United States each year.This is the second new approval by the FDA to treat patients with this disease. On May 5, the agency approved Afinitor."FDA believes it is important to provide cancer patients with as many treatment options as possible," said Richard Pazdur, director of the Office of Oncology Drug Products in the FDA's Center for Drug Evaluation and Research. "The agency is committed to working with companies to bring innovative new therapies to the market and encourages companies to continue exploring additional uses for approved products."The safety and effectiveness of Sutent was established in a single study of 171 patients with metastatic (late-stage) or locally advanced (disease that could not be removed with surgery) disease who received Sutent or a placebo (sugar pill). The study was designed to measure the length of time a patient lived before their disease spread or worsened (progression-free survival).Results from the study demonstrate that Sutent provided benefit to patients by prolonging the median length of time they lived without the cancer spreading or worsening to 10.2 months compared to 5.4 months for patients who received placebo.In patients treated with Sutent for neuroendocrine pancreatic tumors, the most commonly reported side effects included diarrhea, nausea, vomiting, fatigue, anorexia, high blood pressure, energy loss, stomach pain, changes in hair color, inflammation of the mouth, and a decrease in infection-fighting white blood cells.Sutent is marketed by New York City-based Pfizer.
