LUANDA, May 28 (Xinhua) -- Angolan President Jose Eduardo dos Santos on Friday held talks with visiting Chief of the General Staff of the Chinese People's Liberation Army Chen Bingde, officials with the military delegation told Xinhua.Welcoming Chen to visit Angola, President dos Santos said the two countries enjoyed friendly ties and Angola appreciated China's assistance to the Angolan people and armed force.The president said Angola attached importance to cooperation with China in various fields, and hoped to build up a sound and working mechanism on staff training and infrastructure construction to promote military ties between the two countries.Chen extended best wishes and cordial greetings from Chinese President Hu Jintao, and he stressed the friendly cooperation between China and Angola fell in line with the common interests of the two peoples, and also contributed to peace and stability in the world community.He said, military cooperation, as part of overall cooperation between China and Angola, has been developing smoothly, and the Chinese military was ready to promote friendly cooperation with the Angola armed forces under the new international circumstances.Chen arrived in Luanda on Wednesday for a three-day visit on the second leg of his three-nation tour on the African continent. BEIJING, May 27 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local governments and builders to ensure quake survivors in northwestern province of Qinghai have warm places to stay this winter."It's a priority for the government to build more permanent houses so quake survivors can move in before winter," Hui said at a State Council, or Cabinet, meeting in Beijing on Thursday, according to a statement released after the meeting.At the same time the government must start preparing enough tents, fuels and stoves for winter heating for those living in temporary shelters as soon as possible, he said.Winter temperatures in high-altitude Yushu region, where a 7.1-magnitude quake on April 14 killed about 2,200 people, could drop to 20 degrees below zero.Hui also urged efforts to provide enough food, improve medical services,and attend to the needs of vulnerable groups like orphans in the quake zone.The reconstruction in the quake zone would be mainly funded by the central government. Hui urged builders, mainly from other parts of China to aid Qinghai's reconstruction efforts, to carefully carry out rebuilding projects with high efficiency and quality.

KHARTOUM, May 8 (Xinhua) -- Sudanese official said Saturday that the China-Arab Cooperation Forum constitutes an important platform to upgrade the economic, commercial and social ties between China and the Arab world."The China-Arab Cooperation Forum is important as it constitutes one of the major mechanisms to enhance and strengthen the economic and commercial relations between the Arab states and China," Abdul-Baqui Jailani, Sudanese state minister for humanitarian affairs, told Xinhua, one week before a ministerial conference of the China-Arab Cooperation Forum scheduled for May 13, in Tianjin, China.Jailani regarded the Sino-Sudanese cooperation as a model for the Arab countries to follow suit, saying that "Chinese experience in Sudan deserves to be studied thoroughly and it deserves to be repeated elsewhere in any other African or Arab country"."I think if we take for example oil industry, exploration and production services, the Chinese have proved to be at the highest level of development in this industry in particular, and I think we can develop this in other similar countries where there are reserves of petroleum," he added.He went on to say that "China is working with full transparency; they can build confidence with others without any hindrances or obstacles."The Sudanese official further called upon the Arab and African countries as well to give the Chinese a chance to invest and cooperate, adding that "such cooperation will result in mutual benefit for both China and others nations."He affirmed that China's contribution to establishment of development projects in Sudan would help in achieving lasting stability and peace in the country, saying that "for example, if we concentrate on development, on infrastructure, we will come to peace in Darfur. XIAMEN, Fujian, June 6 (Xinhua) -- Two foreigners were killed and another injured in an aggravated debt dispute Saturday night in the coastal city of Xiamen in east China's Fujian Province, local police said.The dead included a woman from Venezuela and a man whose nationality was not unknown yet.The other foreigner, who was a suspect as the police said, was hospitalized for injuries. His nationality was not confirmed either.The police did not reveal if there were other people involved in the case.Initial investigation showed the homicide was triggered by a debt dispute. One dagger had been found on the scene, near the Marco Polo Hotel on Jianye Road.It was unclear when the homicide happened, but local police said they received a report about it at 9:52 p.m.Local police were still investigating the case.
