ENCINITAS, Calif. (KGTV) -- The identity of the third victim in the Encinitas bluff collapse has been identified. According to the San Diego County Medical Examiner, 62-year-old Elizabeth Charles also died in the collapse. Her sister, Julie Davis and niece Anne Clave were also killed when the bluff gave way. A 30-foot by 25-foot slab of rock came crashing down onto Grandview Beach at about 3 p.m. Friday.Moments after the collapse, beachgoers and lifeguards began sifting through the rubble to save those caught in the rocks' path."The lifeguard was there, adjacent to the incident, felt it, heard it. It just happened to take place outside of his peripheral, as he was watching the water it happened behind him," Encinitas Lifeguard Captain Larry Giles said. "He immediately got out of the lifeguard tower, called it in, sized it up, started requesting resources and engaged in doing rescue work. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. (KGTV) - Westfield Mall will be terminating its leases with two pet stores operating on their properties in San Diego County.It comes after two animal rights groups filed a lawsuit against Westfield and Bark Avenue, the pet store in the North County Fair mall.“We want to shut them down,” said Bryan Pease, attorney for the Animal Protection and Rescue League and Not One Animal Harmed.The complaint accuses Bark Avenue of unfair business practices. Despite a new state law that prohibits the retail sale of cats, dogs and rabbits, except for rescues, Bark Avenue has continued to sell purebred and designer puppies. FALLBROOK, Calif. (KGTV) - A man has been arrested in connection with the Fallsbrea fire that broke out in Fallbrook on Sunday, according to the San Diego Sheriff's department.The brush fire started in the area of Ramona Drive and Pala Road around 12:15 p.m.When a deputy arrived on scene to investigate the smoke, the deputy saw a white man walking away from what appeared to be the point of origin of the fire, a press release states. The man was identified as 34-year-old Brad Arands.Arands was disheveled and his behavior was suspicious, deputies said. Arands was detained until the fire was controlled and a further investigation could be conducted.The fire burned approximately five acres and threatened numerous homes. One outbuilding was destroyed. The fire was 100 percent contained by about 4 p.m. Arands was arrested on suspicion of felony arson and booked at the Vista Detention Facility.   950
