SAN DIEGO (KGTV) — Gov. Gavin Newsom has vetoed a bill that would have required the State Justice Department to verify hunting licenses with Fish and Wildlife before approving a firearm sale to a person under 21.The proposed legislation came after ABC 10News uncovered that suspected Poway Synagogue shooter John Earnest purchased the weapon used in the April 2019 attack with an invalid hunting license that went unchecked. Earnest was only 19 at the time he bought the assault-style weapon from San Diego Guns, when the state's age-limit was 21. The age limit, however, remained 18 for those who possessed a valid, state-issued hunting license. The Justice Department does not verify hunting licenses with Fish and Wildlife, instead leaving it to the gun shop to make the only determination. The governor said creating the verification system would require a 30-month information technology project and could disrupt other firearm technology systems in development under seven other bills. "I am concerned that adding an information technology project will impede DOJ's ability to perform the work it has already been tasked," Newsom said in a veto statement. In an interview Wednesday, State Sen. Anthony Portantino expressed shock and disappointment that Newsom vetoed the legislation. "It's a loophole that needs to be closed," he said. "You can't have a system that relies on the validity of a license not being checked to make sure that that license is actually valid. The whole goal is to keep guns out of the wrong hands. This shooter in Poway got a gun based on a faulty license."Portantino vowed to continue pushing for the change, either through the governor's budget in January or a new bill next year. When making the purchase, Earnest presented a state hunting license that was not valid until July 1, 2019, two months after the alleged attack. That technicality meant the sale should have been rejected, Portantino said. It was Portantino's law that raised California's purchase age limit to 21 but created the hunting-license exemption for those 18 and older. Portantino's bill, Senate Bill 914, would have required the Justice Department to verify hunting licenses with Fish and Wildlife before approving a firearm sale to someone under 21. The bill passed both houses of the state Legislature before failing on the governor's desk.Still, legislators and Newsom did act in the aftermath of the shooting, by eliminating the hunting-license exemption for semi-automatic, center fire weapons. It still exists, however, for other guns, including bolt-action rifles and semi-automatic rimfire weapons. Israel Dahan, whose daughter Noya was injured by shrapnel during the attack, declined to comment, citing ongoing litigation related to the shooting. He said, however, that Noya, now 10, will likely need another minor surgery. He said physically she is holding up okay, but is still dealing with the aftermath psychologically.Earnest allegedly carried out the shooting the day after he picked up the gun, killing one congregant and injuring three others, including a child.A worker who answered the phone at San Diego Guns declined to comment Wednesday. 3176

SAN DIEGO (KGTV) - HazMat teams responded to a fire station in North Park after a suspicious package was found outside the station, according to a San Diego Fire-Rescue official.Fire crews found the package by Station 14's front door around 3:20 p.m. Sunday when they returned from a call.Fire officials told 10News the package was a taped-up cardboard box with writing on it that made it appear dangerous. Some of the words were misspelled.The hazmat and bomb personnel set up a perimeter around the station, blocking off 32nd Street and Lincoln Avenue by about a block in each direction.The bomb squad x-rayed the package, determined that it was not dangerous, and reopened the street around 5:45 p.m.The package was filled with aluminum flux and trash, according to a tweet from San Diego Fire-Rescue.At about 3p on Sunday someone left this box at SDFD North Park station on 32nd St. The bomb team was called to ID the contents - aluminum flux and some trash. SAN DIEGO (KGTV) - Dozens of people came out to see a country music concert at Moonshine Beach in Pacific Beach Thursday night.The concert was scheduled before the Borderline Bar and Grill shooting in Thousand Oaks Thursday night.  Brodie Stewart was opening for Colt Ford.Country Music Stewart told 10News ahead of the show he would hold a moment of silence for the victims of Borderline during his show. He also said proceeds from his merchandise sales would also be donated to victim’s families.“It’s hard to talk about because it’s so close for our friends and the country music community,” Stewart said. “It’s been devastating.”Becky Williams, a long-time country music fan, said it’s unfortunate that it was the second attack in a country music venue in just a little over a year.  The Route 91 Harvest Festival in Las Vegas in October 2017, was the deadliest attack by a lone gunman in America.  Despite the repeated attacks, Williams said that she didn’t think twice about attending the concert Thursday night.“Heck no, country music is my life,” Williams told 10News.Survivors from the Las Vegas shooting said the Borderline shooting reopened old wounds and churned up former emotions.“I still haven’t been able to really cope with it, and it brought that back up to the surface,” said Kyle Hurd, who survived the Las Vegas shooting.Others shared the same sentiment, saying it was the best place anyone part of the country music could be.“We love that we can get together and mourn together and we understand each other,” Kimberly Burroughs said. 1578

  

SAN DIEGO (KGTV) — From the street, Point Loma's Blonde Voyage Salon looks like yet another establishment lost to the coronavirus economy. Its windows are completely covered by brown paper, and the door is shut.But on the other side of those coverings, it's very much business as usual."I have the right to at least fight for my business," said owner Meagan Crowell.Crowell said she could not stomach another closure. She said she only got a ,000 federal Paycheck Protection Program loan, and no other stimulus benefits to help get through."I have two kids," she said. "They are two and four years old and I'm not going to sit back and allow them not to eat."Crowell says she takes the virus very seriously - and that she dipped into her savings to make her salon COVID safe and keep the lights on. But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday. Crowell's salon is not one of them.Also on Friday, Bernardo Winery announced it would defy the order and reopen for socially distant on-site dining this weekend, saying in a statement it is basing the decision on its employees, who have suffered amid the shutdown.Under the order, restaurants are limited to takeout only, while bars, wineries and salons must close.Gyms and religious organizations can operator outdoors.Retail can stay open at 20 percent capacity. 1779
