BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."The United States' 1979 Export Administration Act limits the export sales of commercial high-technology goods to China. It is considered one of the causes for the trade imbalance between China and the United States.Reform of export restrictions may help the U.S. expand exports and create jobs, Yao said.It would also ease the U.S. trade imbalance and expand Sino-U.S. cooperation, Yao added.Trade volume between China and the United States in the first four months of this year increased 25 percent to 107.18 billion U.S. dollars.As imports are growing twice as fast as exports, China's trade surplus will continue to fall this year, after witnessing a sharp decline from 290 billion U.S. dollars of trade surplus in 2008 to 190 billion U.S. dollars in 2009, Yao said.Locke, who is leading a delegation to promote clean energy technologies in China, will visit Shanghai and Beijing later this week.Locke will meet his Chinese counterpart, Chen Deming, China's Minister of Commerce, in Beijing Sunday on the eve of the start of the Sino-U.S. strategic and economic dialogue.The talks will cover issues of common concern, including bilateral economic and trade cooperation, opposition of trade protectionism and the role of Sino-U.S. cooperation in tackling the global crisis, Yao said.

CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters.The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. BEIJING, May 17 (Xinhua) -- The Chinese government is pushing for the restructuring of major state-run news portals - including cctv.com and xinhuanet.com - to allow them to "establish a modern enterprise system," launch initial public offerings (IPO) and abandon the "iron rice bowl" concept.Ten major news portals are involved in a pilot restructuring project: the websites of state broadcasters China Central Television, Xinhua News Agency, People's Daily, Beijing's qianlong.com, Tianjin's enorth.com.cn, Shandong's dzwww.com, Shanghai's eastday.com and Zhejiang's zjol.com.cn among others.The websites are currently affiliated to news organizations run by central and local governments.According to a symposium on the restructuring work Monday in Changsha, capital of central China's Hunan Province, the restructuring plans for people.com.cn and xinhuanet.com have been approved.The pilot project, initiated last October, covers shareholding reform, establishment of a modern enterprise system and IPOs to "strengthen the competitiveness" of the news portals.According to the symposium, the website operators have actively engaged in the development of search engines, cell phone news services, cell phone TV services, Internet TV, e-commerce, online cartoon games and other new media areas, which have strengthened their capacities.The operating income of people.com.cn and xinhuanet.com have witnessed "big growth," the symposium said.Domestic commercial news portals like sina.com.cn and sohu.com are listed overseas.The step is part of Chinese government's efforts to reform China's cultural industry in a bid to promote Chinese media and cultural enterprises' global influence and boost the nation's soft power.

But efficiency has to improve if the nation is to meet the 20 percent target set for the five-year period."This move is conducive to optimizing the country's power structure, enhancing energy saving and reducing pollution," Li said.
