TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592

He said people need to be conscious of what part of the mask they touch."You want to be careful as you remove the mask in case you did come into contact with someone that is COVID positive that you don't touch the exterior of the mask and then touch your nose and mouth before washing your hands," he explained.So, Christman explained you should only touch the ear loops or mask ties when you remove it from your face for cleaning.And another tip -- if you wash your mask in your washing machine, you can use one of these mesh bags to prevent your mask from getting tangled with other pieces of laundry. Manwaring handcuffed the man, then cited his female companion for drug offenses.The man then asked Manwaring if he could speak to his girlfriend from the back of the officer’s patrol car. (KGTV) -- The female passenger of the truck that plowed into a row of street vendors and vehicles waiting to cross the Mexican-U.S. border Monday afternoon says she and the driver were fleeing an attack before the chaotic scene broke out. Summer Draper, who was injured during the incident and is being treated at Scripps Mercy Hospital in Hillcrest, says she and her boyfriend were visiting Tijuana from Utah when the incident occurred.Draper tells 10News the couple went to Tijuana to shop when their truck was allegedly attacked while asking for directions. RELATED: Tijuana crash suspect drove on suspended license“If we would have stopped the car we would have been dead. We had to run from these people they were attacking us,” Draper said. Draper says the pair didn’t make it to the shops, but instead, tried to reroute to the Costco back by the border. That’s when she says they asked for help. “They said the only way they'd be able to help is if he drove.”Draper says her boyfriend Frank Stricker, 29, was driving and, while he was hesitant, gave in and let the man help. “Instead of going left to Costco he’s going right,” Draper said, adding that’s when her boyfriend started yelling for the man to pull over. “In two seconds the guy pulls over the car and there’s a cop.”Draper remembers hearing gunfire before she says Stricker hit the gas to get away. Minutes later, she says they reached the border, but while stopped in the lanes, they were attacked. One video shows Stricker lying on top of a bloodied Draper outside the truck, seemingly to protect her from the crowd. After the crash, Draper was taken to the hospital where she claims to have been tortured. “They tortured, they laughed at me they had everyone taking pictures of me they seriously did all of this with no medicine I mean I felt everything,” she said. According to Draper, she spent the night at the hospital before being brought to the U.S. for further treatment. Stricker is currently in the custody of Mexican authorities and is facing attempted homicide charges. Videos and images from the incident show that Stricker also suffered injuries, his condition is unknown at this time.According to court documents from Utah, Stricker has drug charges extending back to 2008, including possession or use of a controlled substance, and use or possession of drug paraphernalia.
