FedEx and Happy Returns are partnering up for a new venture: making returns easier.By the end of October, FedEx will accept certain returns without a box or label, the e-commerce return technology company announced in a press release on Tuesday.“We are thrilled to grow with FedEx Office to bring in-person returns to more online shoppers,” said David Sobie, Co-Founder, and CEO of Happy Returns, in the news release. “In a time of retail uncertainty due to the coronavirus, it is incredibly valuable to add an essential services provider like FedEx Office to our growing network.”To make a return, consumers will first need to receive a QR code from either the retailers' or Happy Returns' website, then bring the item(s) and QR code with you to any of the 2,000 FedEx locations across the nation to complete the return.Customers will also be able to make returns at the FedEx stations that'll be available in 343 Walmart stores across the U.S., USA Today reported.In most cases, Happy Returns initiates refunds and exchanges immediately, the company said. 1065

For many restaurants, like Sam's No. 3 in downtown Denver, the experience is part of what they serve.“We were built to serve people inside,” said Sam Armatas, owner of the restaurant. I mean they take a commission but those commissions are now capped,” Armatas said. “You're pretty much at the mercy right now of the delivery services hoping to get your food out hot, tasty and attractive still.”He chooses to stick with the apps to get his food out there to people, while for other restaurants, the cons of delivery apps outweigh the pros.“At the moment, we will not use any third-party services at all for delivery,” said Giles Flanagin, Co-founder of Blue Pan Pizza.Blue Pan relies on their team of 17 part-time in-house delivery drivers, instead.“In-house delivery can work cost-wise, if the restaurateur is willing to put in the time and the effort to build that specific revenue stream,” he said. “If I use Doordash, Grubhub, or Postmates and I pay a 25% commission, not only am I losing all of my profit, but I’m in the red.”Flanagin said Blue Pan has been using their own delivery since they opened in 2016. They tried a delivery app to serve areas farther away, but too many bad experiences led them to cancel.“When a customer gets a pizza from a third-party delivery and it’s a poorly delivered experience, they don't look at Grubhub or those businesses. They call us and they're upset,” he said. For him, the reputation of his business and their food is important.“I think the best way I can summarize making a decision to use a third-party delivery service is buyer beware. This is our experience and I’m not saying it's everyone's experience,” Flanagin said.It’s a balancing act for these apps like Uber Eats and Grubhub. They have a business to run, but they also have to consider the restaurant and the driver.“Restaurants are just trying to find any possible ways to break even or minimize their costs,” said Alexandre Padilla, an economist and professor at the Metropolitan State University of Denver. “It’s a very complicated issue where the apps are providing a service where they are trying to attract drivers to meet the increase in demand due to the pandemic.”As potential customers opted to stay home in March when lockdowns began, the demand for drivers went up.Gig economy workers like Julian Rai almost completely switched from rideshare apps to delivery apps backs in March.“Remember that we are basically waiters on wheels, we’re servers on wheels,” he said. “If it weren't for tips, we’re making less than minimum wage just from the delivery fee. Like a waiter, it’s very similar to what a server would make before tips. So at the end of the day, well over two thirds to three fifths of my income comes from tips.”Rai explained they may spend 20 to 40 minutes on one single order so, reasonably, they ask for some compensation for that.It’s a tough balancing act between restaurant, app, and driver.“I don’t know that that balance has been struck yet,” Rai said.For now, delivery is a means to an end for these restaurants that thrive on providing quality food and a great dine-in customer experience.“Our business model isn't built to survive this way,” Armatas said. “We’re just trying to stay relevant, trying to survive. If we can get through winter great. That’s the hope, the dream, is that by March we’re still here.” 3901

But the CBO claims it would cost the federal government in additional .7 billion in administrative costs to enforce the employment requirement. Overall, the federal government would be projected to save .5 billion over the 10-year period if the employment requirement is enacted. The CBO said that beginning in 2021, food stamp recipients between the ages of 18 and 59 who are neither disabled nor caring for a child under the age of 6 would need to either work or participate in a training program for 20 hours each week; that requirement would increase to 25 hours each week in 2026.The push to add work requirements to those receiving government assistance got a boost last month when President Donald Trump signed an executive order, which was intended to reduce poverty. "As part of our pledge to increase opportunities for those in need, the Federal Government must first enforce work requirements that are required by law," the executive order, signed by Trump on April 10, reads. "It must also strengthen requirements that promote obtaining and maintaining employment in order to move people to independence."Spending on food stamps is part of a larger "Farm Bill" legislation. The total cost for the Farm Bill is 7 billion from 2019 to 2028. The farm bill includes spending on rural development, farm subsidies, crop insurance, in addition to food stamps.  According to USDA figures, 41.2 million people lived in food-insecure households. Nearly 40 million people received Supplemental Nutrition Assistance Program benefits, as of February 2018. The 3 million who would stand to lose access to food stamps represent 6.5 percent of recipients. "The harsh cuts to the Supplemental Nutrition Assistance Program included in the House Farm Bill would hurt Americans facing hunger across the country and reverse decades of progress in addressing food insecurity across the United States," Feeding America added in a statement. 3111

  

Florida Republican Attorney General Pam Bondi issued a pair of letters Sunday taking issue with the lack of criminal investigations tied to the state's elections after the Florida Department of State said it found no allegations of criminal activity.The letters -- one issued to the Florida Department of Law Enforcement and the other to the Department of State -- came two days after the state law enforcement agency announced it had no active investigations related to the election and had been informed by the Department of State there were no allegations of criminal activity.Despite the lack of any criminal allegations referred by the Department of State, Bondi said law enforcement should look into election activities in two key counties and directed Florida Department of Law Enforcement Commissioner Rick Swearingen "to take the necessary steps to promote public safety and to ensure that our state will guarantee integrity in our elections process." 968

  

Firefighters are battling a massive blaze at a warehouse in Seattle's Queen Anne neighborhood.The fire was reported Saturday night and has impacted multiple structures in the area, said Seattle Fire Public Information Officer Kristin Tinsley.When firefighters arrived, they saw flames as high as 50-75 feet, Tinsley said.One warehouse has collapsed but no injuries have been reported. The cause of the fire was not immediately known, officials said.The building where the fire started is believed to primarily house lumber, Tinsley said.She told CNN affiliate KIRO-TV that crews were fighting the fire defensively, meaning they were not entering any of the structures that were burning. 694
