(KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations. The independent, third-party labs are then responsible for processing and delivering the results, according to CVS. SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850

SAN DIEGO, Calif. (KGTV) - Christmas morning, more than 700 families drove through a toy and food distribution at the Jacobs Center on Euclid Avenue in San Diego. Families were given boxes of food from the San Diego Food Bank, plus every child was able to get out of their car to receive at least three wrapped gifts. There were also free gift cards available.“My little one smiled. He was so happy,” said Elsa Sarabia, a mom of five who drove through.Sarabia said she works as a chef, and both she and her husband have lost hours at work this year. This event meant more gifts for her children that she might not have otherwise been able to afford.“We don’t have a lot of money to buy stuff for the kids and we appreciate everything you do for us,” she said, thanking the organizers.This is the fourth time this event was held. It’s hosted by Shane Harris and the People’s Alliance for Justice, with support from Supervisor Kristin Gaspar and the San Diego Lifeguards.The event had to adapt this year to be safe due to coronavirus, but Harris said they knew they had to make those changes to continue to fill this need. The breakfast would usually take place in a big hall, but organizers designed a drive-through format for 2020.“Really just trying to make sure the needs of the community are met particularly at a time where COVID-19 has made it really difficult for a lot of families economically,” said Harris.One volunteer was dancing through the whole morning as she distributed food, saying she was glad to give up her Christmas morning if it meant helping those in her community who needed it this year."A lot of these people do appear to be in great need.
