BEIJING, Oct. 28 (Xinhua) -- Though the United States insists that it won't take positions on the South China Sea issue, all of its actions seem to be targeting China - a naval destroyer sailing within 12 nautical miles off China's Nansha islands is the latest example.

"Chinese President Xi Jinping also wants to promote win-win strategy and encourage the spirit of building a community of common destiny for the whole humanity," Picquart said, adding that the ideas would "foster mutual respect, equal treatment, peaceful development and common prosperity."

The Belt and Road initiative was proposed by Chinese President Xi Jinping in 2013 as a trade and infrastructure network. It will connect Asia to Europe and Africa through the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and is aimed at improving infrastructure, financial cooperation and cultural exchanges.

"We should foster a new vision of common, comprehensive, cooperative and sustainable security, give full play to the central role of the United Nations and its security council in ending war and keeping peace," said Xi.

"The new definition of bilateral ties reflects both countries expect to achieve win-win cooperation with each other, but not only at the bilateral level," said Feng Zhongping, vice president of China Institutes of Contemporary International Relations.
