An arrest report says 24-year-old Rovester Ingram wasn't wearing a mask so the older man asked him to back away on Sept. 8. The man then paid for his items and left the store. Police say Ingram followed him outside and began punching and kicking him. The man went back inside. But Ingram followed him and dragged him back out. Police confirmed the incident through witnesses and surveillance video. They arrested Ingram. 591

With his spring break just hours away, Central Michigan University student James Eric Davis Jr. was with his parents in a campus residence hall Friday morning when he shot them dead, police say.Davis Jr., 19, shot and killed his mother and father in the dorm on the northwestern edge of campus Friday morning, authorities said, leading to an hours-long manhunt that ended with his arrest early Saturday.It was the nation's 12th school shooting this year.It's not immediately clear what led to the shooting or why the parents, James Eric Davis Sr., 48, and Diva Jeenen Davis, 47, were on campus in Mount Pleasant, a roughly four-hour drive from their Chicago-area home.But authorities said the student had an encounter with police hours earlier -- on Thursday evening when he was taken to a hospital for what officers believed was a bad reaction to drugs, campus police Lt. Larry Klaus said.And the parents may have been intending to pick up their son for spring break, said Andre Harvey, mayor of the Chicago suburb of Bellwood, where the elder Davis was a part-time officer."The family is in shock and trying to piece everything together," a relative, speaking on condition of anonymity, told CNN.Arrest comes after midnightDetails about the younger Davis' arrest weren't immediately clear. But it came early Saturday after someone reporting seeing him on or near campus, the university said."The suspect was seen and reported by an individual on a train passing through the north end of campus shortly after midnight," the university said in an online statement. "Law enforcement personnel responded and arrested the suspect without incident."The shooting, which happened on Campbell Hall's fourth floor around 8:30 a.m. Friday, disrupted a campus that otherwise was winding down for a nine-day spring recess beginning Saturday.Students were told to stay in campus buildings until the afternoon when police officers started allowing them to leave. People trying to enter the campus to pick up students for spring break were initially directed to a campus-area hotel, where the university asked them to wait for instructions.The university's men's basketball home game Friday against Western Michigan University was rescheduled for Saturday morning at a neutral site, Northwood University, where it will be closed to the public except for family members, the Mid-American Conference said.The university, with roughly 23,000 students, is about a two-hour drive northwest of Detroit.Student had 'drug-related' incident earlier, police sayCampus police spoke with Davis Jr. on Thursday night, Klaus said during a news conference."At some point in the evening, he was transported to McLaren Hospital due to what the officers believed may be a drug-related-type incident, an overdose or a bad reaction to drugs. Davis Jr. graduated from a high school in Plainfield, Illinois, about 30 miles southwest of Chicago, in 2016, said Tony Hernandez, Plainfield school district spokesman.His father was a part-time police officer in Bellwood for 20 years and assisted the department on special occasions."He was always there when you asked for him to be there," Bellwood police Chief Jiminez Allen said.The elder Davis was a pillar of the community, which has 20,000 residents, and was beloved by friends and neighbors, said Harvey, Bellwood's mayor.An Army veteran, he was also a police officer employed at the Jesse Brown VA Medical Center in Chicago, said center director Marc Magill."The staff at Jesse Brown VAMC take enormous pride in the care we provide our Veterans, and this situation hits us especially hard. WEST PALM BEACH, Fla. -- Two specially modified shotguns and ammunition were stolen from Palm Beach Zoo in the hours between late Wednesday and early Thursday.Head of Communications & Public Relations for Palm Beach Zoo, Naki Carter, says someone broke into the zoo and pried open a gun safe that stored the weapons.The shotguns were used by the zoo's "critical response team" in cases of emergency.The zoo is offering a ,000 reward for the return of the weapons.When asked if this was thought to be an "inside job", Carter had no comment.If the perpetrator(s) is caught with the weapons, which require a federal permit, they could face 10 years in prison and a fine.Carter says Palm Beach Zoo has increased security measures since the theft, but will not go into detail as to what those measures entail. 828

  

White House adviser Stephen Miller is pushing to expedite a policy that could penalize legal immigrants whose families receive public benefits and make it more difficult to get citizenship, three sources familiar with the matter tell CNN.The White House has been reviewing the proposal since March at the Office of Management and Budget, which is the last stop for regulations before they are final. But concerns over potential lawsuits have delayed the final rule, and the draft has undergone numerous revisions, multiple sources say.The crux of the proposal would penalize legal immigrants if they or their family members have used government benefits -- defined widely in previous drafts of the policy.The law has long allowed authorities to reject immigrants if they are likely to become a "public charge" -- or dependent on government. But the draft rule in its recent forms would include programs as expansive as health care subsidies under the Affordable Care Act, as well as some forms of Medicaid, the Children's Health Insurance Program, food stamps and the Earned Income Tax Credit.The rule would not explicitly prohibit immigrants or their families from accepting benefits. Rather, it authorizes the officers who evaluate their applications for things like green cards and residency visas to count the use of these programs against applicants and gives them authority to deny visas on these grounds -- even if the program was used by a family member.Two non-administration sources close to US Citizenship and Immigration Services, which would publish and enforce the proposal, say that Miller has been unhappy by the delay and has pushed the agency to finish it quickly. The sources say Miller even instructed the agency to prioritize finalizing the rule over other efforts a few weeks ago.Miller is an immigration hardliner within the administration, a veteran of Attorney General Jeff Sessions' Senate office who has been at President Donald Trump's side since the early stages of his presidential campaign.But two other administration sources downplayed the idea of any instructions to defer other policies until it's done, though they acknowledged Miller is keenly interested in the rule.The White House and Department of Homeland Security did not respond to a request for comment.Earlier this year, DHS spokesman Tyler Houlton said the administration is concerned about taxpayer dollars."The administration is committed to enforcing existing immigration law, which is clearly intended to protect the American taxpayer," Houlton said. "Any potential changes to the rule would be in keeping with the letter and spirit of the law -- as well as the reasonable expectations of the American people for the government to be good stewards of taxpayer funds."In one illustration of how many avenues there may be to challenge the complex rule, it was sent over to the Office of Management and Budget designated as not "economically significant" despite the possible impact to millions of immigrants and federal spending.Executive director of the pro-immigration group America's Voice Frank Sharry alleged that Trump and Miller are using a "deeply cynical and cruel strategy" and accused Republicans of "race-baiting.""Trump and Miller have concluded that the best 2018 political strategy is a divisive and desperate three-step: 1) do something cruel to immigrants; 2) sit back as Democrats, the fact-based media and the majority of Americans denounce the cruelty; 3) step in and claim that the President is standing up for his white base and against 'the other' while working to define Democrats as doing the opposite," Sharry said.
