BEIJING, Nov. 22 (Xinhua) -- A Chinese lawmaker has proposed to hold people who use public funds on lavish banquets legally accountable so as to curb the widespread practice.     Zhao Linzhong, deputy to the National People's Congress, the top legislature, was quoted by Sunday's Workers' Daily as saying that social engagements in which dining and drinking is a must seriously undermined the work style of the government and social morals.     Zhao, also board chairman of Furun Holding Group Co. Ltd. in east Zhejiang Province, said some government officials and entrepreneurs had their health and work affected by excessive dining and wining and their health and work.     It is a common practice for Chinese to have banquets or drinking parties when treating important guests, on major occasions and during festivals. Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.

PARIS, Oct. 21 (Xinhua) -- French Prime Minister Francois Fillon Tuesday met with visiting Chinese State Councillor Dai Bingguo on bilateral ties at the Matignon Palace in Paris.     French President Nicolas Sarkozy and his Chinese counterpart Hu Jintao had reached consensus on the development of the comprehensive strategic partnership between the two nations during their meeting in New York last month, which charted the orientation for further development of their bilateral ties, Fillon said.     France would make joint efforts with China to implement the consensus reached by the two leaders, deepen the strategic cooperation and boost cooperation in fields of nuclear power, aviation, environmental protection, new energy and small and medium-sized enterprises, Fillon said.     For his part, Dai said China-France relations had developed smoothly on the whole since the two nations forged diplomatic ties45 years ago.     China has treasured its ties with France and is ready to work with France to ensure that bilateral ties will further develop on the right direction, he said.     He urged the two countries to handle their bilateral ties from a strategic and long-term perspective, work hard to create and maintain a favorable atmosphere and environment for the development of China-France relations, and ensure the steady and sound development of their bilateral ties on the right track, he said.     Dai left Beijing last Friday to visit Britain and France at the invitation of the two governments. HOHHOT, Dec. 6 (Xinhua) -- China has invested more than 6.5 billion yuan (959 million U.S. dollars) to preserve grasslands in northern Inner Mongolia Autonomous Region, said the regional government.     The money has been spent on returning grazing land to grassland, restoration of natural grassland and sand source control to prevent sandstorm. The efforts have helped reduce the area of degraded grasslands in Inner Mongolia to 500 million mu (33.5 million hectares) from 700 mu since 2000, it said in a statement.     Since the end of the 1990s, successive droughts, overgrazing and inadequate funding on grassland protection have led to deterioration and desertification of the grasslands in the region.     The region has set the goal of increasing the grasslands' vegetation coverage to 42 percent next year and 48 percent in 2015.     The vast autonomous region, which has a grassland area of 1.3 billion mu, plays a key role in maintaining the country's ecological security, especially in preventing desert threat to Beijing and neighboring Tianjin.

SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.
