SAN DIEGO (KGTV)- Many Americans say cell phone are their lifelines. But what happens when yours breaks? Whether for convenience or for price, third-party repair shops are the choice for many customers. Unfortunately, some Apple users with the latest phones say they're not able to go to third-party shops. Four years ago, Christopher McQueen said he found the perfect niche business. “People are always breaking their phones, late at night,” McQueen said.He is the owner of Mobile Cell Doctors. Any brand, any phone, any version. He will come to you and fix your phone.“To be able to fix your phone in 10 minutes, versus a 3-hour fiasco at Apple, it was a need that was definitely there,” McQueen said. He said he can fix any hardware problems, except on the most recent iPhone models - iPhone 8, 8 Plus and X.Just recently, iPhone 8 user Lucas Peckham went to McQueen to get his broken screen replaced. His choices were 0 with McQueen or 9 at the Apple Store. He chose the cheaper, more convenient option.Peckham said everything was flawless until one morning, he woke up to a phone with a frozen screen. He could not swipe, touch, type, or do anything with his device. Peckham said it happened after his phone automatically updated overnight, installing the Apple 11.3 Software.McQueen said he was suddenly inundated with calls from all of his previous iPhone 8 customers. “It’s been a nightmare,” McQueen said. He said he had fixed about 100 iPhone 8’s in the last six months. He suggested to his customers, to do what they hoped to avoid by going to him in the first place - go to the Apple Store. But Peckham said, when he showed Apple the problem, he was told, because he previously used a third-party repairman, they could not repair it. Instead, he had to replace it with a brand new screen for 0 - or buy a whole new phone. “I totally felt screwed,” Peckham said. With no other option, Peckham said he gave in, spending six hours at the Apple Store, and paying up the 0. “It was basically a way for Apple to create kind of a monopoly on the iPhone screen,” Peckham said. Last month, California became the 18th state to introduce a “Right to Repair” Bill, which would require electronics manufacturers to make repair information and parts available to owners and third-party repair shops.McQueen hopes this legislation passes, so mom-and-pop business owners like him also get to have a piece of the pie. “I would love to fix those,” McQueen said. “But until they release the software to run the phones that would allow third-parties to work on those devices, we can’t fix them.”10News spoke to Apple, who said they do work with Authorized third-party dealers that are not Apple Stores. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday. SAN DIEGO, Calif. – When college students were forced out of dorms, some without family or a permanent home didn’t have anywhere to go.Young people who are too old for the foster care system have been some of the hardest hit by COVID-19. Researchers with the Field Center for Children’s Policy found they've been severely impacted by the unemployment, education disruption, homelessness, and food insecurity brought on by the pandemic.“Once I turned 21, because I emancipated from foster care, there weren’t any housing resources for me available. It was kind of, you’re on your own," said Jackie Robles. During the shutdown, Robles was transitioning into graduate school at UCLA.“There was a lot of confusion with dorms shutting down, sororities and fraternities pretty much dismantled. And then also on-campus jobs and part-time jobs, those were all being laid off or non-existent," said Gianna Mulkay.Mulkay is Executive Director of Together We Rise, a nonprofit dedicated to helping foster children. When COVID-19 hit, they moved quickly to support former foster youth in college, calling on volunteers to open their homes, working with hotels to secure rooms, and even purchasing RVs for students.“Before you know it, we were serving 1,200 students, with not just longer-term housing, but making sure they had meal assistance, making sure they stayed enrolled," said Mulkay. Through the rapid response effort, Robles received money for food and rent before landing in a housing program for the homeless.“We’re very nervous about the continued close-downs and what that means for housing for foster youth," said Mulkay. It’s a system that was already in crisis, Mulkay says, noting some of the dismal statistics.Among them: 80% of the prison population has experienced the foster care system, 70% of foster youth go homeless within 18 months of aging out of the system, and 70% of young women in the foster care system will become pregnant by age 21. Mulkay says there's also a huge disparity in education, only 50% of foster youth graduate high school, and just 3% graduate college.“Foster community is hit, and it’s hit hard. We don’t think it will ever be the same again," said Mulkay. But the rapid response effort is showing results; 100% of students who received help re-enrolled for college this fall. They now have funding to provide this critical lifeline to youth in 14 states.“This is definitely way more direct, way more in the trenches of discovering the real issues," said Mulkay.
