In those cases, all registered voters in the district will receive a mail ballot. Postage in those districts is prepaid.Voters who do not want to mail their ballots back can still drop their completed ballots off at any polling place in the county on election day.They also have the option of taking their ballot to the Registrar of Voters office in Kearny Mesa. 1131

SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. Currently the city is expanding a safe parking program that would allow people to park overnight at monitored sites. 1085

Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. Toone said in the days that followed the kidnapping; his group was required to have armed guards. He says the Ugandan government has been misleading on this issue."They say it's required to have armed guards when you go in the park. We've been going to the park for seven years. SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. We’ve asked that the other agencies that we work with here in the county provide resources, and they stepped up, and we’re very appreciative of that.”San Diego Fire-Rescue has also increased staffing and equipment.The National Weather Service extended a Red Flag Warning to Tuesday at 5 p.m. for the inland valleys and mountains.A heat advisory will also be in effect Tuesday through Thursday.Just weeks ago, the Valley Fire destroyed homes and charred more than 16 thousand acres in the East County.With similar weather conditions, fire crews hope community members will try to reduce the possibility of a fire sparking.“If everybody could do their part, anything they can think of that can start a fire, whether its dragging chains down the highway, clearing brush with metal motors, please be extra cautious,” said Shoots.SDG&E warned 700 customers in the backcountry of the possibility of Public Safety Power Shutoffs (PSPS) but sent the all-clear to most customers by Monday afternoon.However, 19 customers in Descanso may still be impacted by PSPS overnight into Tuesday. 1651
