WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436

(KGTV) - For the third time in recent months, a local Boy Scout troop is coping with a heartbreaking theft.As they were getting ready to leave on a camping trip Friday, Boy Scout Troop 722 in Vista realized their camping trailer was gone.Without a trailer, future trips are now in jeopardy.The trailer was parked in the St. Francis of Assisi Catholic Church parking lot when someone broke the padlock and stole the trailer. Because the troop has dealt with vandalism in the past, all their gear is kept in a shipping container. The trailer has a unique bolt on its door, which was put in to prevent people from breaking in.Replacing the trailer will cost the troop ,000.Community members can donate on a Go Fund Me page set up for the troop. If you spot the trailer, contact the Vista Sheriff's Department.In September, a Chula Vista Troop's trailer was stolen, as well as one earlier this month one in University City. VISTA, Calif. (KGTV) --  A California Highway patrol car assisting with construction was hit by a tire just after 8:30 p.m. Wednesday night. The incident, caused when a Chevy Silverado lost a spare tire, happened on the westbound 78 near the Sycamore Avenue, according to CHP. Several people swerved to avoid the tire as it entered the highway, causing at least three crashes. Lanes were closed for a little more than one hour. No CHP officers were injured, but the patrol car was towed from the scene. At this time it's unclear if the driver of the Silverado knew that the tire was lost.  637

"We made major headway toward hammering out a targeted pandemic relief package that would be able to pass both chambers with bipartisan majorities."The Senate majority leader said money is needed not only for the American people suffering from the economic fallout caused by the pandemic, but to help re-up the Payment Protection Program and for vaccine distribution.“Congressional leaders on both sides are going to keep working until we get it done,” McConnell said.The Washington Post and Politico report the package would amount to nearly 0 billion in relief and may include a new round of stimulus checks, though the dollar amount for the possible direct payments isn’t yet known.The package would reportedly exclude aid for state and local governments, as well as leave out liability protections. WASHINGTON (KGTV) -- President Donald Trump will visit California Monday as the state continues to see widespread and deadly wildfires, Deputy Press Secretary Judd Deere tweeted Saturday.According to KABC, Trump will travel to McCleelan Park in Sacramento County. The President will be briefed on the fires, the station reports.The news of Trump’s visit comes after he signed a disaster declaration to provide federal assistance to communities affected by the fires.“THANK YOU to the 28,000+ Firefighters and other First Responders who are battling wildfires across California, Oregon, and Washington.
