BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

X The statement has also encouraged the settlement of the outstanding issues on the Korean Peninsula by peaceful means and the resumption of direct dialogues and negotiations between the DPRK and the ROK, Qin said."We hope the involved parties continue to maintain calm and restraint, and take this opportunity to flip over the page of the Cheonan incident as soon as possible. We call for an early resumption of the six-party talks and joint efforts to maintain peace and stability on the Korean Peninsula," Qin said.On March 26, ROK Navy frigate Cheonan, with 104 crew members aboard, went down off the ROK island of Baekryeong due to an explosion. Forty-six sailors were killed.Seoul said after completing an investigation that the warship was torpedoed by the DPRK, but Pyongyang has denied its involvement in the incident.The ROK on June 4 formally referred the case to the UN Security Council.

BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. Flooding and mudslides in southwest China's Sichuan Province has left at least 13 dead and 59 missing.

  

BEIJING, July 4 (Xinhua) -- China's weather forecast authorities on Sunday said the heat that had been bearing down on many parts of the country would continue for a few more days.Sweltering weather, with temperatures over 35 degrees Celsius, could be expected in at least 13 provinces and regions across China, the National Meteorological Center said.In Beijing, the local meteorological bureau upgraded the heat alert on Sunday from blue to yellow, two steps below the top alert.
