We’re all feeling effects of the current recession, whether it’s the rising cost of groceries or the pervasive economic uncertainty. But some are feeling a bigger impact than others, and data indicates renters are disproportionately affected.Half (50%) of American renters had used or planned to use their government stimulus check for necessities at the time of an early May NerdWallet survey, conducted online by The Harris Poll. That’s compared with 32% of homeowners. Without those protections, many tenants could be on a fast track to trouble, and even with those safety nets in place, the rent bill will eventually come due.Housing costs take a bigger bite of renter incomeRenters have less insulation from economic crises. Not only do they earn less, on average, but they also spend more of their income on housing. While a loss or reduction of income could instantly push these households to the breaking point, even minor setbacks can send them closer to the edge.Renters spend 31% of their income on housing costs on average, compared with homeowners, who spend 20%, according to U.S. census data. The rising cost of groceries, unexpected medical bills, supplies for a child’s at-home education — these could pile up to make monthly bills unmanageable, even if household income isn’t affected by reduced work hours or unemployment.This isn’t to say homeowners aren’t feeling the effects of record unemployment and economic upheaval. While many homeowners have been able to take advantage of record low interest rates to refinance their mortgages, more than 8 million homeowners didn’t make their June house payments, according to the mid-July Household Pulse Survey from the U.S. Census. But that’s just 6% of homeowners, compared with 18% of renters who couldn’t pay their June rent.There is also evidence that populations hardest hit by unemployment are among the most likely to rent. For example, people in their 20s are the only age decade that’s more likely to rent than own, according to census data, and 34% of unemployment claims are being filed by those aged 22-34, more than any other age group, according to data from the Department of Labor. Also, 49% of people working in the hotel and food industry live in rentals — a far higher rate than the 36% of Americans overall — and this industry represents the greatest share of all unemployment claims.Web searches for rent relief terms peaked, and peaked againEvidence of the sustained impact on renters can be seen in Google search data, where it’s a safe assumption that people searching for terms such as “rent relief” and “rent assistance” are either experiencing or anticipating difficulties paying the rent.In mid-March, searches for terms related to housing relief jumped to levels not seen before. And while “mortgage relief” was far more common than “rent relief” or “rent assistance” that month, those terms have sustained greater search interest throughout the summer.Unlike mortgage relief terms, which have waned since April, rent relief terms sustained higher-than-normal volume after the initial jump, and peaked again in mid-July. They’re currently trending lower than both peaks, but higher still than seen in the years before the pandemic.What renters can doTenants having difficulty paying the rent have a few options at their disposal, but they may have to make tough decisions in the coming weeks and months. A legal eviction can make it difficult to find safe, affordable housing in the future, so preventing that should be paramount.Negotiate with your landlord. You may be able to work out an installment plan to pay your rent throughout the month or get caught up if you’re behind. Also, legal evictions are costly and time-consuming, so your landlord may be willing to negotiate a more graceful exit if you’re bound by a lease but unable to hold up your end of the contract.Apply for emergency assistance. The National Low Income Housing Coalition provides a database of local and state resources for emergency rent assistance. Local charities and churches may also be able to help. If you’re forced to borrow to keep up with your rent, weigh the costs of any loan — if you’re unable to pay it back, you could find yourself in an even worse predicament. Many eviction bans at the local, state and federal levels have expired, but some remain, and lawmakers could take action to extend previous measures or enact new ones. Waymo is starting to let the public take rides in its self-driving vans. This is the first commercial self-driving ride service to launch publicly, according to Waymo.For now, Waymo's definition of "the public" is a couple hundred pre-selected individuals in the Phoenix area. But Waymo is calling this is a small but important first step to launching an actual driverless ride sharing service.These initial users were all part of Waymo's "Early Rider" test program, so they've ridden in these vans before. The big difference is now they'll be allowed to invite others to ride with them — as many as four people can fit in the van — and they'll be able to speak publicly about the experience, including posting about it on social media.These customers will not be stepping into vans with empty driver's seats, though. While Waymo has given totally driverless rides to people as part of the private "Early Rider" program, for these more public rides, a Waymo employee will be in the driver's seat ready to take over if needed.Waymo is a subsidiary of Alphabet, Google's parent company.The service, called Waymo One, will operate 24 hours a day giving rides in the Phoenix area. Over time, the service will expand to cover more cities and be available to more riders than just the test group, Waymo CEO John Krafcik wrote in a blog post.Rides will be requested through an Uber-like smartphone app Waymo has created that will allow users to select pickup and drop-off locations and see a price estimate for the ride. The pricing strategy is part of what Waymo is working out with these more public rides. The pricing and software has been under development in the more secretive "Early Rider" program but will undergo more development in the public Waymo One program, a Waymo spokesperson said.Up until now, much of the research into autonomous driving has been around figuring out technical issues, said Karl Brauer, publisher of Kelley Blue Book and Autotrader. Waymo is taking another step in working through some of the other challenges, such as creating a service that's easy to use and meets riders' needs."Waymo's early rider program is allowing the company to identify these issues, and its new Waymo One service will expand the company's feedback system into a real-world business application," Brauer said. Not only did the justices rule on several important cases with far-reaching consequences, but they’ve done a majority of their work virtually due to the ongoing COVID-19 pandemic.The justices released the last of their opinions on Thursday. Catch up on some of the most significant rulings from the term:Trump’s financial recordsOn Thursday, July 9, the court made rulings in two separate cases regarding President Donald Trump’s tax returns and other financial records.The first decision was a blow to Trump. Justices ruled that New York prosecutors could see the financial documents as part of a criminal investigation that includes hush-money to women who claim they had affairs with Trump.But in the second case, the court ruled that Congress could not obtain many of the same records, at least for now. The case will be returned to the lower courts, which will consider separation of powers concerns.In the end, the decisions mean the records will likely remain shielded from the public until after the election, or perhaps infinitely.Native American land and OklahomaOn Thursday, July 9, the court ruled that nearly half of the state of Oklahoma falls within an Indian reservation, including much of Tulsa.The case revolved around a Native American man who argued that state courts didn’t have authorities to try him for crime committed on the lands of Muscogee (Creek) Nation.Justices agreed that Oklahoma prosecutors lack the authorities to pursue criminal cases in the large chunk of the state that remains a Native America reservation.“Today we are asked whether the land these treaties promised remains an Indian reservation for purposes of federal criminal law,” Justice Neil Gorsuch wrote. “Because Congress has not said otherwise, we hold the government to its word.”Religion and teachersOn Wednesday, July 8, the court ruled that federal discrimination laws don’t apply to teachers at religious elementary schools.The justices expanded the "ministerial exception," siding with a California Catholic school that did not renew the contracts of two teachers.Writing for the majority, Justice Samuel Alito said "state interference" in religious education would violate the free exercise of religion guaranteed by the First Amendment.Birth controlOn Wednesday, July 8, the court upheld a Trump administration regulation that lets some employers refuse to provide free contraceptive coverage on religious or moral grounds.A provision in the Affordable Care Act mandated that most employers provide cost-free coverage for contraception, but the current administration moved to end that requirement.The decision could leave 70,000 to 126,000 without contraceptive coverage. The women may have to pay to per month out of pocket.Electoral College and statesOn Monday, July 6, the court ruled that states can require presidential electors to back their states’ popular vote winner in the Electoral College.The ruling upholds laws across the country, like in Colorado and Washington, that remove or punish delegates who refuse to cast their votes for the presidential candidate they were pledged to support.In states without such penalties, electors remain free to change their votes.“The Constitution’s text and the nation’s history both support allowing a state to enforce an elector’s pledge to support his party’s nominee — and the state voters’ choice — for president,” Justice Kagan wrote in the opinion.Religion and schoolsOn Tuesday, June 30, the court ruled that states can’t cut religious schools out of programs that send public money to private education.The case involved parents in Montana who sought to use a state scholarship program to send their children to religious schools."A State need not subsidize private education. But once a State decides to do so, it cannot disqualify some private schools solely because they are religious," Roberts wrote in the majority opinion.Abortion and clinic doctorsOn Monday, June 29, the court struck down a Louisiana law that regulated abortion clinics.Justices ruled that law, which requires doctors who perform abortions to have admitting privileges at nearby hospital, violates abortion rights established in the Roe v. Wade decision.If the court would have upheld the law, Louisiana would have been left with only one abortion clinic in the state. The court struck down a nearly identical law out of Texas in 2016.The ruling was a major setback for conservatives hoping that the court would sustain abortion restrictions and eventually overrule Roe v. Wade.Dreamers and immigration lawOn Thursday, June 18, the court ruled that the Trump administration may not proceed with its plan to end legal protections for 650,000 young immigrants, known as Dreamers.Roberts joined the court’s four more liberal justices in upholding the Differed Action for Childhood Arrivals (DACA) program, but the chief justice said the decision was based on procedural issues and that Trump could try again to end protections.Former President Barack Obama established DACA through an executive order in 2012. The program allows undocumented immigrants, many who were brought to the U.S. as children, to continue working in America.Given Trump’s anti-immigrant rhetoric during his 2016 campaign and the restrictions the White House has imposed since then, the president is expected to use the court’s decision to elevate immigration issues in his bid for reelection.LGBTQ and workplace rightsOn Monday, June 15, the LGBTQ community celebrated a historic ruling from the court. Justices ruled that the 1964 Civil Rights Acts protects gay, lesbian and transgender employees from discrimination based on sex.“An employer who fires an individual merely for being gay or transgender defies the law,” wrote Trump’s first appointee Neil Gorsuch in the majority opinion.Until the ruling, it was legal in more than half of the states to fire workers for being gay, bisexual or transgender.The ruling came as a surprise to many, with Gorsuch joining Chief Justice John Roberts and the court’s four liberal leaning justices, Ruth Bader Ginsburg, Stephen G. Breyer, Sonia Sotomayor and Elena Kagan. 6222
