BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.

BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. BEIJING, Nov. 20 (Xinhua) -- China Petroleum and Chemical Corporation (Sinopec), China's largest oil refiner, said Friday it has suspended diesel exports to relieve shortages in the domestic market.Sinopec also said it is seeking to import 200,000 tonnes of diesel.PetroChina Co., China's largest oil producer, plans to import 200,000 tonnes of diesel. Some 35,000 tonnes of it has already arrived.Insiders said China's diesel output in the first nine months soared, prompting the two oil giants to expand exports.Sinopec attributed recent hikes in the domestic price of diesel to hoarding, seasonal factors, transport factors and energy-saving measures."The fundamental reason for the diesel shortage is the industry monopoly. Oil refiners are not keen to increase production because profit margins in the sector are relatively low," said Qi Fang, director of the Hebei Provincial Petroleum Industry Chamber of Commerce."The two oil giants operate on a planned-economy basis, resulting in an unbalanced supply-and-demand situation. Supply and demand can easily outstrip each other as government planning cannot keep pace with changes in the market," Qi said.Statistics from the General Administration of Customs show China exported 360,000 tonnes of diesel in October - only slightly lower than the 368,100 tonnes it exported in September - even as diesel shortages worsened.Diesel imports in October rose to 400,000 tonnes, up from 250,000 tonnes in September.

UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its support for a peaceful and comprehensive settlement of the Darfur issue, saying that efforts should be made to remove the root causes that resulted in such an issue.The statement came as Yang Tao, the counselor of the Chinese Permanent Mission to the United Nations, was taking the floor at an open Security Council meeting on Sudan."Currently, it is very important to maintain security and stability in Darfur," Yang said. "It is hoped that all parties to the Darfur conflict can solve their differences in a peaceful manner through political dialogue, and reconciliation should be achieved and violence avoided.""Achieving substantial result at an early date of the Darfur peace process and reaching a comprehensive political agreement represents a basic guarantee for the long-term peace and stability in Darfur," he said."Without a robust political process, there would be no peace and stability in Darfur, neither would there be the protection of civilians, humanitarian assistance, economic recovery and reconstruction," he said."We once again urged the armed groups which have not yet joined the Doha political process to do so immediately without any conditions," he said.As a mediator of the Darfur peace process, Doha has brokered several rounds of talks between Khartoum and rebel groups over the past years.The Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur, he said. "We will continue to work with the international community to contribute to the peace, stability and development in Sudan."
