SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra.She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council. SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) — October historically spells fire danger for San Diego and Cal Fire is asking everyone to be ready.The Cedar Fire started Oct. 25, 2003, and burned 280,278 acres. The Witch Creek-Guejito and Harris Fires started Oct. 21, 2007, and burned 288,430 acres. People lost their lives in both fires.Cal Fire Captain Issac Sanchez said it's extremely important San Diegans are prepared to evacuate at a moment's notice. "Be ready to evacuate, have your defensible clearance space done. Not only do it, but do it responsibly. Do it first thing in the morning when temperatures are low and humidity levels are relatively high," Sanchez said.The weather contributes to a dangerous cocktail, increasing October's potency."You have that combination of fuel and weather really giving a one-two punch to us pretty consistently," Sanchez said.The Valley Fire in September reminded San Diegans of how quickly a spark can grow out of control and how fast evacuations can happen.Next week's weather doesn't look good, according to Sanchez. "It's going to be warm, it's going to be dry and there's going to be some sort of wind blowing from the east," says Sanchez. She uses an app to call a smart shuttle, which takes her to a transit center she hops on a subway, and is whisked away.Or, she can drive on a toll lane and get across the county in 20 to 25 minutes."Think about the impossible, take risks. Keep going," said Hasan Ikhrata, the San Diego Association of Government's executive director. Ikhrata and his team unveiled its transit vision for the region Friday, with a target completion of 2050.The goal is to take the reliance off the car or make it more efficient for drivers with lanes that can change purposes based on traffic patterns. Still, it will come at a cost: 7 billion."It's expensive but I think it's worth the investment," Ikhrata said. "I think it's more expensive not to do it than to do it."Ikhrata says the plan will have to go to a public vote, and that it could involve a tax increase. But, he said federal and state governments would match every dollar spent locally with nearly two and a half of their own.Friday's presentation to the SANDAG board of directors was entirely informational, so there was no vote.The agency's staff will return in December with more details on projects and schedules. 1277

SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. In Del Mar Heights, the new One Paseo just leased its entire retail wing. And in downtown, Horton Plaza will be transformed into a tech hub. Reg Kobzi, a senior vice president at commercial real-estate firm CBRE, said Fashion Valley remains one of San Diego's most successful malls, even drawing shoppers from Mexico.
