(KGTV) - A vandal that struck overnight in a Chula Vista neighborhood was apparently targeting high-end vehicles.The Jovel family first noticed something was wrong Sunday morning in front of their home along Via Escalante."Upsetting and bizarre," said Jesse Jovel.His sister saw a flat tire on his Mercedes SUV parked in the driveway and ran inside to tell him about it. Jovel came outside, saw the flat, but then found much more: scratches across the body and tires of the Mercedes."I thought it was not happening, that it was a joke," said Jovel.They ran to the street, where his sister's Mercedes was parked. "Her car was the same way, and the car behind it and the car behind it," said Jovel.One of those cars was Jovel's other vehicle, a Maserati Ghibli. It was also keyed all over. Two of its tires were sliced and flattened."Sad. Very sad that people are willing to do this just for the heck of it," said Jovel.Jovel says a total of at least six other vehicles were targeted. He barely looked at the others but remembers them being new and high-end vehicles. (KGTV) - A South Bay mom says the dinner she ordered using a food delivery app never arrived, and the driver couldn't be tracked down."It was my second time using the app," said Melissa Stone.Last Sunday, when Stone's kids had a craving for burgers and fries, she signed into her Grubhub app and ordered an early dinner from Bull Chicks in Chula Vista. An hour passed, but there was no food."Went onto the app, checked the delivery status, and it said it was delivered," said Stone.Confused, she checked her front door but didn't see any deliveries. She called the restaurant. An employee told her her food had been picked up by the driver 15 minutes earlier. She asked for the driver's information and got a woman's name and number. Stone says she tried to contact the driver, but the number was disconnected."I'm upset and hangry at this point," said Stone.She says when complained to Grubhub, they didn't have any answers but gave her a refund."I think somebody was hungry, took my food and ate it," said Stone.Melissa posted the incident on Facebook and got several responses from local Grubhub customers with similar stories, including one involving a male driver who reportedly picked up the food but didn't deliver it."They never received their food," said Stone.And they may not be alone. China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) — Firefighters put out a 28 acre brush fire that ignited near Lower Otay Lake.Cal Fire confirmed on Sunday that the fire is 100 percent contained and all resources have been taken off the incident.The vegetation fire, dubbed the Otay Fire, was reported by Cal Fire at about 10 a.m. on Saturday near the east side of the lake.Both air and ground resources were used to battle back the flames, according to Cal Fire.No structures were threatened by the fire. 491
