p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 14.0px Helvetica}span.s1 {font-kerning: none}San Diego law enforcement officers are tapping into a nationwide database that uses a bullet's ‘fingerprint' to track crimes.The distinct markings left on a shell casing after it's fired provide an image that can be traced back to the gun from which the bullet was shot.There's an Alcohol, Tobacco, Firearms and Explosives technology called National Integrated Ballistic Information Network, or NIBIN.The national digital database houses 3.3 million images of casings left at crime scenes all over the country.San Diego County, state and federal agencies can enter a casing and find out within 24 hours if there's a match in the system."We're catching the fingerprint from the firearm," said ATF Intelligence Specialist Tom Chimileski.If they get a hit, those identical spent shell casings have linked two different crimes to the same gun.ATF Special Agent Jeff Rice, who works with local police and Sheriff's units in San Diego County, calls the sharing of ballistic information "a game changer."Rice works with Escondido Police Gang Unit Detective Nicholas Rodelo on gun crime cases. They took 10News Anchor Kimberly Hunt to the scene of a March 2016 murder case in Escondido.Surveillance video caught the car in an alley off Escondido Blvd. creeping toward the street, as the shooter stalked a rival gang member.After the shooter got out of his car and gunned down the man in the middle of a busy street, there were 12 shell casings left at the scene.The casings were collected and put into the NIBIN system.In the 24-hour window before the digital search could reveal a lead, the pair got a tip on where the gun could be. They recovered it and found the serial number was obliterated.Rice and Rodelo went to San Diego Sheriff's Department Criminologist Scott Hoopes for his expertise in serial restoration.Hoopes told 10News the metal underneath the serial number still reacts to certain acids. Even though it's completely smooth on the surface, Hoopes can sometimes manipulate the acid reactions and bring the number back. That's what Hoopes did with the gun.These technologies are putting a bull's eye on the bad guys. The NIBIN system's images have led to 110,000 hits giving investigators a wealth of knowledge from seemingly unrelated crimes, sometimes from the other side of the country, now connected by a firearm."Jurisdictions can't talk to each other but within our NIBIN system we're able to figure that out," said ATF Special Agent Jeff Rice.These hits allow investigators to get surveillance video, the makes of cars, license plates, or other pieces of evidence from one scene and use it in the other cases involving that same gun.That gets law enforcement much closer to finding the shooter and making the arrest.  See Kimberly Hunt's full report: 2873

(KGTV) — A Pine Valley restaurant owner says he will defy the county's order that shuts down indoor dining beginning Saturday."We are over it," said Larry McNamer, who owns Major's Diner in Pine Valley. "We can't do any more going backward. We can't. Not and stay open and be a viable part of the community."McNamer says 2020 has been a very challenging year, with sales down and its staff cut in half. Now, the increase in the coronavirus case rate is pushing San Diego County into the state's purple tier of restrictions, it's most strict. That means come Saturday, restaurants will no longer be allowed to serve indoors at 25% capacity, instead, they'll be limited to outdoor-only dining as the weather turns cold. McNamer said he takes the virus very seriously and has put social distancing measures in place. However, he says moving to outdoor dining only will make it impossible to survive, with temperatures in the 30s in the mornings. The diner is only open for breakfast and lunch."And at this point, if they want me to, I'll be more than happy to put the keys on the counter and leave them an invoice for the business and they can write me a check for it," he said.In a statement, the California Department of Public Health said it understands the frustrations, but that the spread of coronavirus remains a major concern. "California’s cases of COVID-19 are ticking upward, and the state is urging Californians to continue to do everything they can to protect themselves and the community from increased transmission of the virus," the statement said. "We know that this is hard, as many of us feel exhausted, isolated or impatient."The county restaurant industry has been hit especially hard amid the pandemic, with jobs down about 17% over the year, or 22,000 positions. "All hopes have to be on this vaccine being distributed quickly and working, and allowing us to move through the tiers," said Ray Major, chief economist at SANDAG. McNamer, who owns the diner with his wife Debi, said if the county levies fines on them, so be it. "Wonderful, where are you going to get it?" he said. Police said in a news conference Tuesday afternoon that investigators found "distractionary-type" devices in the backpack of a boy who shot himself inside Jackson Memorial Middle School near Canton, Ohio. Police said the devices were not explosives and they didn't find any devices that "would have done harm to others." Jackson Township middle school and high school students were dismissed for the day after the boy shot himself around 7:50 a.m. Authorities say the boy suffered a self-inflicted gunshot wound inside the boy's bathroom. PINELLAS COUNTY, Fla. — Deputies say that a Florida man who robbed a bank on Thursday began throwing money out the window of his getaway car as he led police on a chase.According to the Pinellas County Sheriff's Office, just before 4 p.m., 37-year-old Anquan Walters walked into the Hancock Bank in unincorporated Clearwater wearing long pants, a long sleeve shirt, gloves, glasses with a fake beard and pantyhose over his head.Witnesses told investigators that Walters was carrying a black handgun when he jumped over the counter, he ordered people to the ground and demanded money. Walters was given an undisclosed amount of cash and he exited the bank.Detectives say Walters got into a 1998 Toyota Camry and fled northbound on U.S. Highway 19.As Walters was fleeing from the bank, multiple dye packs exploded and Walters started throwing cash out of the window of the Camry, onto U.S. Highway 19 North, deputies say.A viewer shared a photo of the money scattered on U.S. 19 with Scripps station WFTS in Tampa.Responding deputies spotted Walter's Camry traveling northbound towards the intersection of U.S. Highway 19 and Curlew Road. Deputies tried stopping Walters but he fled in the Camry at a high rate of speed, eastbound on Curlew Road from U.S. Highway 19 North.Deputies initiated a vehicle pursuit and successfully deployed a tire deflation device that deflated the tires on Walter's Camry as he approached Countryside Boulevard.Detectives say Walters lost control of the Camry and crashed into two vehicles that were stopped at the intersection of Curlew Road and Countryside Boulevard.Detectives say Corporal Phillip Love was pursuing Walter's Camry at the time of the crash. Corporal Love was unable to stop his marked 2013 Chevrolet Tahoe cruiser before crashing into Walter's Camry at the intersection.Walters reportedly abandoned the damaged Camry and fled on foot northbound into a nearby apartment complex. Deputies chased Walters on foot and apprehended him shortly after.Detectives say Walter's clothes were covered in colored dye as a result of the bank's dye pack exploding.The driver of one of the vehicles Walter hit was transported to the hospital with non-life threatening injuries. No other injuries have been reported.Detectives arrested Walters and transported him to the Pinellas County Jail.Walters was charged with one count of Armed Robbery, one count of Fleeing and Eluding Law Enforcement, one count of Leaving the Scene of a Crash with Bodily Injury and one count of Leaving the Scene of a Crash with Property Damage.The investigation continues. 2599

  

PERRYSBURG TWP, Ohio - Perrysburg Township, Ohio police are investigating the deaths of a man and woman found in a mobile home, according to ABC affiliate 13abc. Cleveland.com confirmed the woman killed was a 30-year-old culture reporter for their news site. Officers were called to check the safety of a relative in the Friendly Village Mobile home park. Authorities searched the property and found the two bodies in the living room.Cleveland.com confirmed that the woman was culture reporter Nikki Delamotte. Police said the man was 67-years-old and was Delamotte's uncle. Officials aren't releasing any additional details at the time. Cleveland.com released the following statement about the loss of Delamotte: 751
