SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom says the state must do more to protect essential workers, many of whom are Latino, from the economic and health harms of the coronavirus. Newsom on Friday said he'll work with the Legislature to expand protections against evictions and expand workers compensation and paid sick leave. He enacted similar policies through executive order earlier this year but many expired or will soon. Latinos make up 39% of California’s population but 55% of confirmed positive coronavirus cases, according to state data. SACRAMENTO, Calif. (KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. "This is a great way to get that extra, additional funding and just to get more people out safely using biking and walking."The bill has passed the State Senate and is now in the Assembly. SACRAMENTO, Calif. (AP) — A new report says California, which has a declining prison population, could save more than billion by closing eight lockups. The Legislative Analyst’s Office released a report Thursday saying the state has seen a reduction in its inmate population because of early releases and other actions linked to the COVID-19 pandemic. The report also says parole and sentencing law changes may flatten the prison population in the next few years. The report says the population changes, coupled with closing five adult prisons and three juvenile facilities, could save the corrections system .5 billion a year by 2025."The administration has indicated it plans to close one prison in 2021?22 and another in 2022?23 in order to accommodate the ongoing decline in the inmate population, primarily resulting from Proposition 57 (2016)" the analysis reads. "The budget package includes legislation requiring CDCR to inform the Legislature of the specific prisons to be closed by January 10, 2021 and January 10, 2022. (AP) — A rookie Sacramento police officer was shot during a domestic violence call and lay wounded for about 45 minutes as the gunman kept officers at bay with bursts of fire, authorities said Thursday. She was finally rescued with an armored vehicle but died at a hospital."We are devastated," Deputy Chief Dave Peletta said. "There are no words to convey the depth of sadness we feel or how heartbroken we are for the family of our young, brave officer."Officer Tara O'Sullivan, 26, was shot Wednesday evening while helping a woman collect her belongings to leave her home. As officers swarmed the area, the gunman continued firing in a standoff that lasted about eight hours before he surrendered.Stephen Nasta, a professor at the John Jay College of Criminal Justice and a former inspector with the New York Police Department, said taking 45 minutes to reach a wounded officer is "unacceptable."If officers couldn't immediately get an armored police vehicle to the scene, he said, they should have commandeered an armored bank vehicle, bus or heavy construction equipment."If there's somebody shot, lying on the ground, you have to do everything you can," Nasta said.If no such vehicle was available, he said he would expect police to use a diversionary tactic such as firing at the home, setting off smoke grenades or breaking a door or window in another part of the home to distract the gunman as other officers rescued the wounded comrade. Police said five other officers fired their weapons during the incident.Police identified the suspect as Adel Sambrano Ramos, 45, of Sacramento.His younger brother, Orlando Ramos, told The Associated Press that Adel Ramos is estranged from his family and has a long record that includes convictions for driving under the influence, drug use and domestic violence."It's the drugs, it's always been the drugs," Orlando Ramos said. "If he goes to prison for the rest of his life, I could care less."I'm a lot more heartbroken for seeing the pain in my mother and for the police officer and her family than I am for him going to prison," he said.He said he was sorry the shooting occurred and sent his condolences to the officer's family.O'Sullivan graduated from the police academy in December and was working with a training officer. She was expected to be on her own in a couple of weeks, Peletta said.She and other officers arrived at the home at 5:41 p.m. A half-hour later the first shots were fired, and O'Sullivan was hit, authorities said. The gunman continued firing a rifle-type weapon. At 6:54 p.m., additional officers responded with an armored vehicle to rescue O'Sullivan."Our officers maintained cover in safe positions until we were able to get an armored vehicle in the area," Sgt. Vance Chandler said.Five minutes later, O'Sullivan was taken to UC Davis Medical Center, where she died.The woman she was helping was not hurt.
