SAN DIEGO (KGTV) — At KAABOO Del Mar, the festival's lineup of chefs and artists are just as big as the acts set to the the stages around the fairgrounds.Thursday, organizers announced KAABOO's culinary and artistic lineups coming to Del Mar from Sept. 13 - 15.Celebrity chefs Michael Mina, Antonia Lofaso, and Richard Blais will be joined by award-winning chefs Nyesha J. Arrington, Eduardo Garcia, and San Diego natives Ryan Gilbert and Travis Swikard as KAABOO's featured chefs this year.RELATED: KAABOO Del Mar's 2019 music, comedy lineup announcedGilbert, who serves as the executive chef at San Diego's Lafayette Hotel, Swim Club & Bungalows, also appeared on KAABOO's Palate Main Stage in 2018. Swikard previously worked as executive chef of the famed Boulud Sud restaurant in New York City, before returning to San Diego to head his own restaurant.Hungry festival goers can expected to catch other phenomenal eats around the fairgrounds, such as Napizza, Poseidon Del Mar, Bling Bling Dumpling, The Baked Bear, Nacho Taco, and many others. SAN DIEGO (KGTV) -- As COVID-19 cases continue to surge across California, many San Diego County businesses are struggling with the latest restrictions. Richard Bailey, mayor of Coronado, is now asking California Gov. Gavin Newsom to reconsider the latest stay-at-home order.Bailey called the order inconsistent, arbitrary, and ineffective."Shutting down businesses that are not contributing to the spread of COVID will not reduce the number of cases, will not reduce the number of hospitalizations, but it will put tens of thousands of people out of work," said Bailey.Restaurants can no longer offer outdoor dining and playgrounds are closed. Personal care services, hair salons, and barbershops are just some businesses that have to shut down for three weeks. Bailey said while COVID-19 cases and hospitalizations rising should be taken seriously, some of these closures don't make sense."We should all have a really firm understanding of what our risk level is based on our own demographics and our own underlying conditions. There's no data to support that outdoor dining is a significant risk for transmission," Bailey said.In the letter sent to Newsom on Monday, Bailey asked for a reconsideration of the latest health order based on data specific to San Diego County and a new public health strategy."We should treat citizens like adults and put in place recommendations that really emphasize all the best practices that will slow the spread," he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, explained Tuesday that only 10 percent of ICU capacity is currently available in the Southern California region, which San Diego County falls into."The transmission is now so widespread across our state that most all nonessential activities create a serious risk for transmission," said Ghaly.He said part of the regional stay-at-home order is based on our experiences with flattening the curve earlier this year and the success of other countries that implemented similar shutdowns."Belgium, when they imposed a nationwide closure, the positivity rate in just three weeks fell from 21 percent to 8 percent," said Ghaly.Bailey said there should be a better plan to slow the spread without causing significant harm to small businesses along the way."They're picking winners and losers, and unfortunately big businesses are the winners, and small businesses that can barely afford it are becoming the losers," said Bailey.In the meantime, Bailey is encouraging business owners to follow the state orders, so places like salons and restaurants don't lose state licensing."We're really just trying to help businesses be compliant to the state order," he said.Newsom has yet to respond to Bailey's letter. 2733

But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. Brightwood’s parent company, Education Corporation of America, did not immediately return an email seeking comment. Employment attorney Dan Eaton said there are exemptions to the warn act, but under very specific financial conditions the state Department of Industrial Relations must approve.“On the face of it they would have to provide more documentation to show they are excused from the requirements,” said Eaton, of Seltzer Caplan McMahon Vitek. “If they are unable to do that, then there will presumably be consequences from not giving the 60 days notice."Those consequences include employee backpay, medical reimbursement, and a civil penalty of 0 a day. Brightwood said in a statement that that added requirements from the Department of Education, and a loss of accreditation from the Accrediting Council for Independent Colleges and Schools made it impossible to continue operations. 1687

  

SAN DIEGO (KGTV) – Dance is a way to lose yourself and escape. For students taking the Ballet for Me! Class at the San Diego Civic Youth Ballet School in Balboa Park, dance is their escape.“I just love it cause it like brings me joy and it can take me to my happy place,” said Renata Scorza-Muniz.Renata has been taking regular ballet classes since she was 2 years old. But in February, her life changed.“It’s stressful, I guess, to be in the hospital,” said Renata.Renata was diagnosed with cancer, causing her to lose her vision and forcing her out of her regular ballet class.That’s when she turned to a class called Ballet for Me.“It’s just so fun to do,” said Renata.Ballet for Me is a tuition-waved class that is designed for kids with unique physical needs. Each student in the class gets paired up with a mentor to help guide them through each movement.“It just makes me so happy when I get to see students feel happy and free in class,” said Kerri DeNies instructor and creator of the class.This dance class helps the kids feel whole again. And all year they rehearse for their moment to shine and perform in front of a packed audience where they feel a little more joy and beam with confidence. 1213

  

SAN DIEGO (KGTV) — Bagging vegetables, opening boxes, organizing volunteers.Every month the parking lot at Unity Church in City Heights becomes a mini grocery store."Without this service a lot of people wouldn't even have a plate on the table to be able to say I had my meal today," said Chanae Jackson.Jackson started this food distribution several years back, partnering with Feeding San Diego to make it possible.She also found others who wanted to give back, including her friend Dede Jackson."You have hungry babies at home these places help they help they help feed your family," Jackson explained.Both women know how appreciated the groceries are because in addition to volunteering, they also take home food.They tell ABC 10News there's always been people lining up, but since COVID-19 hit, those lines have grown. Every month they serve roughly 70-100 people.Anyone can get food, no questions asked; they only need to be at least 18 years old. 960
