LA PAZ, Bolivia — Interim Bolivian President Jeanine á?ez says she has tested positive for the new coronavirus but feels strong and will continue working from isolation. She is the third Latin American leader to be infected in recent weeks. Her infection comes amid a spike in cases in the Andean nation, which has banned mass gatherings to try to limit the spread of the virus. á?ez wrote on her Twitter account Thursday: “I feel good, I feel strong, I will continue to work virtually from my isolation.” Other Latin American leaders who have had bouts with COVID-19 include Brazilian President Jair Bolsonaro and Honduran President Juan Orlando Hernández. 665

LA MESA, Calif. (KGTV) — East County residents say they're behind a local dog rescue's efforts to provide for canines, but that the facility has been operating dangerously.Suzy Avalos lives next door to the Happy Hearts German Shepherd Rescue, which is run out of a La Mesa home. She tells 10News the dogs that reside in the yard have had no problem jumping the fence."You see the fence is not high. It's right up here. The dogs don't have a problem jumping over this fence," Avalos said. "I've lived here for 10 years and it's just progressively getting worse."RELATED: Disease fatal to dogs that can spread to humans on the rise in some statesWhen the dogs escape they can also be aggressive, neighbors say, with at least one dangerous incident being recorded. 10News obtained records from the La Mesa Police Department showing at least 28 instances where officers responded to the dog rescue to help round up escaped canines or help people who say they were attacked by the dogs."We have a lot of people on this street that have young kids and I'm just worried a child is going to get bit or something worse is going to happen," Avalos said. "They're out of control and she should not have a license."The woman who runs the dog rescue, Donna, declined an interview by 10News. She did say she's sorry people are afraid of her dogs or any dogs.RELATED: 140 rats once living in van in Del Mar now up for adoptionDonna added that she's in the process of moving the rescue to a new facility in North County.Still, neighbors say she's spread that claim for a while. While they support the idea of rescuing the dogs, they say it needs to be done more responsibly. Or the rescue needs to stop."The frequency with which she forgets to close her gates or the dogs escape, it kind of imperils the neighborhood," Sean Hixson, another neighbor, told 10News. 1855

Little Caesars promised when March Madness started that if a number 16 seed beat a number one seed in the NCAA Tournament, then they’d give away free pizza for lunch. And then it happened. Little Caesars tweeted after the game that they would hold up the deal, offering everyone a free lunch box Monday, April 2 between 11:30 a.m. and 1 p.m. local time. 369

LAKE CHARLES, La. — Wrapping gifts during the holidays is a highlight for Stacy Williams, as she does it even for friends and family who ask her to do theirs. This year, though, the normally happy task masks a sad year.“There's no tree. There’s no decorations,” she said. “It's just not something that I'm used to because Christmas is my favorite time of year.”Williams and her family evacuated their rental home in southwest Louisiana just before Hurricane Laura in August.“Then in the midst of everything, between Laura and also [Hurricane] Delta, we lost my mom,” she said.It is a deep loss Williams is still trying to come to terms with, as she faces a potential new loss: eviction from her home.“So many people are going through it and it's just like, ‘what are we supposed to do?’” Williams said. It’s not hard to find damage around Lake Charles, but it is hard to find suitable housing for those who have been displaced, months after Hurricanes Laura and Delta tore through there.“It's been a very dynamic and ever-evolving situation,” said Stephanie Wagner with the American Red Cross of Louisiana. The Red Cross is working to help Williams and others find a new place to live because hurricanes impacted their work and living situations.“For the financial assistance that is provided, that is one of the uses that residents can use it for,” Wagner said. “It can be used for a down payment. It can be used to kind of supplement what they may need for any kind of rental assistance and we are partnering with other agencies including FEMA, to again find either temporary housing or more long-term and sustainable housing for these individuals.”However, for others not impacted by natural disasters across the country, help is far more limited and the potential for evictions far more widespread.According to the Census Bureau, one-third of all the households in the country are behind on their rent or mortgage.Aside from the District of Columbia, the states with the highest percentage of people facing eviction are South Dakota, followed by North Carolina, Georgia, Oregon, New Mexico, Wyoming, Ohio, Arizona and Louisiana. For now, Williams is just trying to stay positive and keep it all in perspective.“As much as you want to give up, don't,” she said. “Because even in the midst of all of this, I'm still going to hold onto faith and hope that ‘a way’ will be made out of ‘no way.’”The current COVID-19 relief bill that Congress has been working on would potentially extend the moratorium on evictions through February. As of now, that moratorium expires on January 1. 2586

LA MESA, Calif. (KGTV) - A wellness center in La Mesa is accused of misleading patients by illegally marketing a breast cancer screening device, according to the Food & Drug Administration (FDA).This week, the FDA issued a formal warning to Total Thermal Imaging Inc. and its president and co-owner, Linda Hayes, for illegally marketing and distributing an unapproved thermography device as a sole screening device for breast cancer and other diseases, according to a press release.Thermography is heat-sensitive imaging depicted in variations of color.10News spoke to San Diego's Susan G. Komen breast cancer awareness organization, which says thermography alone is not enough. “It can be used in addition to a mammogram or other screening tool that has been shown effective but there hasn't been any scientific evidence for thermography right now being a standalone tool,” says Lizzie Wittig, Director of Mission Initiatives and Public Policy. The FDA is demanding a response within 15 working days.No one at the clinic answered the door. 10News called and sent messages, and got this text reply: "Total Thermal Imaging Inc. is reviewing the warning letter from the FDA and developing a response. We will work with the agency to ensure our products comply with acceptable regulations." This isn't the first time that a clinic has gotten a warning letter about thermography. Five other clinics around the country have gotten in trouble with the FDA in recent years. 1478
