OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

(KGTV) -- A woman was killed Monday after police said she was run over by heavy machinery at an Oceanside beach.The incident was reported shortly after 10 a.m. in the 1200 block of North Pacific, Street, near Oceanside’s South Harbor, according to an Oceanside Police Department spokesperson.The spokesperson said the woman, who was not identified, was asleep on the beach when the equipment hit her. No other people were struck.Police told ABC 10News the heavy machinery was at the beach as part of a dredging project at the harbor. 559

OCEANSIDE, Calif. (KGTV) -- A World War II veteran got a big surprise Saturday morning when dozens of cars drove up to her Oceanside home to celebrate her 98th birthday.Corporal Jeri Marcot wasn't expecting too much on her birthday — maybe a call or two. ."I woke up this morning and said, 'Oh well, it's my birthday,' but wow, you made it a wow event!" Marcot said in amazement.With the help of Honor Flight San Diego, her family set up a surprise.She was taken to her birthday throne, and car after car, she waved to many of her friends and family."Today is great," Marcot's granddaughter, Janelle Stettler, said. "It's another way we are getting around the COVID restrictions where we're having a drive-by parade to celebrate her birthday,"The 98-year-old wears many hats: mother, grandmother, book worm, but also, one of America's first-ever female Marines."I was 18 when I went in the service in WWII, so that seems like a long, long time ago," Marcot laughed.Back in 1944, enlisting in the Marine Corps as a young woman was not the "cool" thing to do. Marcot says women were barely recognized as being part of the Armed Forces. But the aviation lover knew it was her duty. Since she had already taken flying lessons before enlisting, she ended up working on airplanes.Her two-and-a-half years in the service inspired people like Holly Shaffner, who served 24 years in the US Coast Guard."These women Marines, they lead the charge," Shaffner said. She now works for Honor Flight San Diego."We served, and it was great," Marcot said. "It was our turn to do that, so I'm happy I got the chance."Even after her military life, Marcot continued a life of service as a children's librarian until her retirement."She was always at the forefront," Marcot's daughter, Linda, said. "Forefront of the Marines, the forefront of starting a library in El Centro. [She's] one of these women that is an inspiration."She is such an inspiration that many of her fellow WWII veterans came by to thank her for her service and wish her a happy birthday."Look at all my friends," Marcot said. "Oh my goodness, you could write a book about all of this."Maybe when the Corporal returns to her usual peace and quiet life, the former librarian will get around to writing down her own amazing life story. Marcot says the secret to longevity is to surround yourself with loving family and friends. 2382

  

ORLANDO, Fla. (AP) — Walt Disney World and the union for its actors and singers have reached an agreement that will allow them to return to work. The deal was reached Wednesday, more than a month after the actors and singers said they were locked out of the reopening of the theme park resort for publicly demanding coronavirus tests. Actors' Equity Association signed a memorandum of understanding allowing the actors, singers, and stage managers to return to their jobs after Disney agreed to have a state-run drive-thru COVID-19 testing site for workers and others at the Florida theme park resort. The union represents 750 Disney World workers. 656
