We’re humbled and gratified, but we have seen expressions of hatred towards Phoenix Rising, their head coach, Rick Schantz and their player, Junior Flemmings which have no place in our sport as well as our society. We do not want to see players and coaches that love the sport as much as we do bullied, and their reputations sullied, by unfortunate lapses of judgements when fueled by passion and competition. We do not endorse a player being terminated by the club, but rather given an opportunity to learn from their mistake through league punishment protocols and, most importantly, the support of their club. We believe in second chances and look forward to working with Phoneix Rising on productive ways we can forgive, educated, and grow from these moments.We support “We Will Speak. We Ill Act.” and we seek to Forgive, Educate and Inspire.The purpose of our stand was to raise awareness, spread love and eliminate hate in all forms. He also wrote that he was "mauled and ridiculed online" and "I stand in solidarity with the LGBTQ+ movement."USL Championship is conducting an investigation to determine the facts surrounding the incident. Rising is also conducting an investigation.The second-division men's professional soccer team also announced Thursday that Flemmings "will be taking an administrative leave so that he may focus fully on cooperating with the investigation."Shantz, the team's coach, will also be taking administrative leave, unrelated to the league's investigation, Rising announced.Flemmings is the league's leading goal scorer with 14.SD Loyal announced Sept. 25 it would forfeit the standings point from their 1-1 tie with Los Angeles Galaxy II Sept. 23 because of a racial slur directed as SD Loyal midfielder Elijah Martin, who is Black. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925

SAN DIEGO (CNS) - Some low-level, non-violent inmates facing trials and being held in San Diego County jails are being considered for release in the wake of the coronavirus outbreak, the county's district attorney and sheriff announced Saturday."In the wake of an unprecedented Superior Court closure, the San Diego County District Attorney's Office and San Diego County Sheriff's Department took several proactive steps this week to address the threat of the coronavirus to individuals arrested for low-level, non-violent crimes who normally would have been released if the court was open or can't afford to post jail," the DA and sheriff said in a joint statement.The DA's office did not say how many inmates have already been released under the new policies nor how many are expected to be released.District Attorney Summer Stephan said she and the sheriff were concerned about defendants who are not an imminent threat to pubic safety, who are unable to post bail and would be forced to wait weeks or potentially months for their first court appearance because of the court being shut down.Cases involving people in custody are being reviewed and if no charges are going to be filed, the jail will be notified by the district attorney so the person can be released, the statement said."If charges are going to be filed, the district attorney is working with the sheriff and the court on an electronic pre-arraignment review to identify individuals whose charges are eligible for immediate release or bail reduction," a news advisory said."We're taking these steps because it's the right thing to do in the face of extreme circumstances that pose a serious health risk to inmates and everyone who has contact with inmates..." SAN DIEGO (CNS) - Santa Ana winds and low humidity levels will keep the risk of wildfire high across the San Diego area into Tuesday, as they did for much of last week.To alert the public to the combustion hazards posed by the gusty and arid conditions, the National Weather Service issued a red flag wildfire warning for local mountain and western-valleys communities, effective through 10 p.m. Tuesday. A high-wind warning also will be in effect from 6 this evening through noon Tuesday in those same areas.Outdoor burning, mechanized brush clearing and other potentially spark-creating activities should be avoided over the period, as any fires that develop will spread rapidly, according to the NWS.As of late this afternoon, San Diego Gas & Electric had instituted public-safety power shutoffs in parts of Descanso, Jamul, Potrero, Ramona, Santa Ysabel and Valley Center in a bid to avoid any blazes ignited by transmission equipment. SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. The testing will also help in better understanding the project's feasibility and capabilities, answer questions related to engineering, design, sustainability, and be used to create an adequate project description for environmental review.This is the second test of the project. The first took place in April 2019 and tested lighting on two columns over land on the San Diego side of the bridge. After the first test was complete, the Port received a Coastal Development Permit in October 2019 for the overwater testing allowing the Port to move forward with this upcoming test.Following a worldwide competition, an international design team consisting of lead artist Peter Fink of Studio Fink LTD, architectural lighting specialists Speirs+Major Associates and Buro Happold Consulting Engineers, was selected to design the artistic lighting concept for the project.As a follow-up to the lighting tests, the Port plans to invite community members to share their input and have conversations with the design group to ensure communication and collaboration and to further develop a signature, bay-spanning illuminated artwork for the region.In addition to public input, and once the upcoming lighting test is complete, the Port will initiate plans to proceed with environmental review as the next step of the project. 3074
