SAN DIEGO (KGTV) -- The Chicano Federation is once again calling on San Diego County officials to do more to help curb the high numbers of COVID-19 among Latinos. On Wednesday, the organization released a statement regarding county numbers breaking down the number of contact tracing hires by ethnicity. Of the county's recent hires, 144 are Latino or Hispanic, that makes up 25.5% of the hires. Chicano Federation President and CEO Nancy Maldonado said county officials had told them they would hire people from within the community, that spoke Spanish, to serve as contact tracers. However, in Wednesday's statement, Maldonado said, "They lied." Maldonado has been an outspoken critic of the county and their response to how COVID-19 is disproportionately affecting Latinos. Data from the county shows there are roughly 34% of Latinos in the county, but they make up 61% of the positive cases. During Wednesday's county press conference, Supervisors Greg Cox and Nathan Fletcher each addressed the concerns. Fletcher said the county's goal is to have contact tracers who match not only the demographics of the population, but also the demographics of the positive cases. Fletcher added that they are doing outreach to get more applicants and also more Spanish speakers. Maldonado told 10News she is confident the county will get it done, but says she wants to see more action, instead of hearing about plans for what they are going to do. 1449

SAN DIEGO (KGTV) — The door-to-door salesman accused of taking swings at a Pacific Beach woman and a string of threatening outbursts while canvassing neighborhoods is behind bars.An arrest warrant was issued on Dec. 6, 2019, for 45-year-old Corey Lamont Terry on felony charges of making criminal threats and attempted burglary, according to the San Diego County District Attorney’s Office. According to San Diego Police, Terry was arrested by Sheriff's deputies on Jan. 9. Shawn Takeuchi told 10News. Terry had reportedly been visiting neighborhoods in Pacific Beach and Ocean Beach, claiming to be raising money for charity.Several people told 10News he would become aggressive when he was denied donations."He chases me across the street, screaming that he's going to kill me," Sarah Jarzabek told 10News. "Scared to death, honestly."Jarzabek recorded video of a confrontation with Terry on Nov. 2, 2019. SDPD positively identified the man who reportedly swung at Jarzabek as Terry. He was detained and questioned the next day, but ultimately released.“It’s a little bit concerning he’s still out there,” said John Christenson, an Ocean Beach resident who said he encountered Terry on Oct. 16, 2019. “Basically said that he did want to knock me out, was getting in my face, calling me all kinds of names. SAN DIEGO (KGTV) - Surgeons at UC San Diego are using new technology that offers more options for patients who have complex thoracoabdominal aortic aneurysms. UC San Diego Health System is the first on the West Coast to use Dynamic Morphology Correction, a type of 3D imaging. It allows surgeons to compare scans taken before the procedure to real-time pictures during the surgery.Dr. Mahmoud Malas, Chief of Vascular and Endovascular Surgery at UC San Diego, says this type of technology uses minimal iodine contrast which lessens the chance of kidney problems for 25 percent of patients dealing with aneurysms.The data from this technology helps surgeons across the country.Dr. Malas adds, " They create prediction models that helps future surgeons perform procedures more accurately." 795

  

SAN DIEGO (KGTV) -- The COVID-19 pandemic has brought uncertainty to school districts across the state. With health conditions changing daily, so does the look of your child's education in the fall.This week an announcement of 100% distance learning from the state's two largest school districts sent some parents into an immediate panic."I was very taken aback," said San Diego mom Leona Smith.How long will classes be virtual? At this point, there's not a clear-cut answer. Parents are left with a lot of questions about how virtual and hybrid programs will impact their kids' education and their family."What are the resources going to be? How is it going to be laid out? What is the time spent? Is it going to be more structured through the distance learning than I felt it had been?" Smith said.Los Angeles Unified and San Diego Unified school districts made their course public, while other districts are still determining what the first day of school will look like, and some already have students back on campus.Statewide, there is no one-size-fits-all answer, but there are requirements districts need to follow."Most parents don't know there is a minutes requirement for each day," said Kevin Gordon with Capitol Advisors Group. "There's actually an annual minutes requirement that we have to hit for kids, and then there's actually a minimum number of days per year that we have to hit – 180 days, generally, and 180 minutes, generally."Gordon said a school day requires a minimum of 180 minutes or three hours of education at lower grade levels and 240 minutes or four hours for high school students.Gordon said those are minimum time standards and most districts exceed that.Reporter Adam Racusin asked him about class sizes."While they are lower than they used to be, they aren't the 20 to 1 that we would like them to be. And in all the upper grades they are absolutely exceeding 30 to 1 in most California classrooms," Gordon said.Imagine the challenge for districts that are bringing students back onto campus while following social distancing guidelines."It's not about cutting class sizes in half, it's like cutting class sizes into thirds," Gordon said.Another area of concern surrounds students who may need more support and instruction than they can get through typical distance learning.In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP. It's both a process and a written document."It becomes almost like a contract and it says here's what the school district is going to do for the student" said special education attorney Timothy Adams."Parents really need the school district to help them, especially in circumstances where the student has really complex needs and requires a variety of in-person, therapeutic services that are delivered usually through their IEP. We need the school districts to implement those services," he explained.Many parents will have to wait for answers, while districts work to make plans flexible enough to adapt to changing community conditions.We reached out to the California Department of Education about guidance for districts regarding hours of learning a day, class sizes, and special education and did not hear back. 3304
