SAN DIEGO (CNS) - A community vigil to honor last week's El Paso shooting victims is set for 7 p.m. Sunday in Balboa Park, organizers said Saturday."We wanted to express our grief and be there for the community," Jessica Yanez Perez, a vigil organizer, said. "As a border city with strong Latino heritage, we stand with El Paso and grieve with them."The two-hour event will be held outside the Centro Cultural de la Raza in Balboa Park and will feature community speakers, a prayer vigil and biographies of the 22 victims of Aug. 3's mass shooting, Perez said."This event is an opportunity to bring the community together as we mourn, remember and hopefully, in time, heal," Perez said. "It's our shared responsibility to speak out against white supremacy and intolerance, and to build an America where all of us are safe."A traditional mariachi band will perform at the vigil, she said. Attendees are encouraged to bring candles and posters. 950

SACRAMENTO, Calif. (KGTV) -- Republican California State Senator Brian Jones is behind a new bill that, if passed, would change the way military retirement pay is taxed. The bill, titled SB 1071, would exempt military retirement pay from the state’s income tax. According to Jones, California is one of only seven states that fully taxes military retirement pay. Other states include Montana, New Mexico, Rhode Island, Utah, Vermont, and Virginia. RELATED: 50th District candidates debate housing, job growth, taxes"Our state should be encouraging military retirees to make California their home rather than driving them to other states," Jones said."The men and women who served our country earned every dollar of their retirement pay and states should not be trying to tax it. This measure is the right thing to do and will help keep veterans and their families in California."Jones coauthored the bill with Senators Scott Wilk (R-Santa Clarita), Bob Archuleta (D-Pico Rivera) and Pat Bates (R-Laguna Niguel). The bill comes as Jones makes a bid for the 50th Congressional District. 1092

SAN DIEGO (CNS) - A convicted rapist wanted in New York for violating his parole by leaving the state pleaded not guilty Monday in a San Diego courtroom to burglary charges. Dale Dulac, 57, faces charges in San Diego of auto burglary and possession of stolen property, according to the District Attorney's Office. Dulac is being held on 0,000 bail for the San Diego charges, said George Modlin, deputy district attorney. But he also remains jailed as a fugitive from New York, where authorities say he violated the terms of his parole on Sept. 20 by leaving the state. San Diego police arrested Dulac Friday after officers recognized him walking in the 1500 block of Imperial Avenue. New York authorities said last week that Dulac had been spotted at a San Diego bus station and in San Marcos. According to media reports out of New York, Dulac was released on parole in 2015. He served more than 20 years in prison for raping a woman in 1992. 953
