SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — It's a new season with new threads for the San Diego Padres.The Padres unveiled new home and away sets of uniforms sporting the team's classic brown colors during a fashion show-style event at Petco Park Saturday.Third baseman Manny Machado, first baseman Eric Hosmer, and shortstop Fernando Tatis Jr. were on hand to model the new look the Friars take into 2020. Two styles of the new uniforms featured a return to pinstripes, one on a white base reading "Padres" and the other on dark gray reading "San Diego." The third uniform was brown with gold "San Diego" across the chest and dark gray pants. 627

SAN DIEGO (KGTV) - Just after President Donald Trump addressed the nation about border security, Our Lady of Guadalupe Church in Barrio Logan held an event to recruit volunteers to help at asylum shelters. “The primary purpose was to let people know from a more personal perspective what’s taking place with the caravan,” said Father John Auther, pastor at Our Lady. The volunteers work with the San Diego Rapid Response Network to help the migrants who make it across the border.Several people who had volunteered in the past got up to speak about their experiences. “If I thought I was humble, it’s made me more humble. It’s rewarding,” said Martha Carriedo. She has volunteered for months at the shelter which is housed in an undisclosed location in San Diego. It serves as a temporary refuge for asylum seekers who have made it through the border legally but need help finding a way to meet with friends or family. Or if they don’t have any connections in the U.S., to find a sponsor or longer-term housing option while they wait for their asylum case to be heard. Father John estimates they have helped 4,000 migrants since October. 1145

SAN DIEGO (KGTV) -- In an effort to help San Diego's homeless population, the City of San Diego is proposing a third storage facility the homeless can use to store their belongings. The city organized a town hall in July to gather input for the facility that would be placed on 54th and Lea Street.According to the San Diego Housing Commission, the facilities provide a "safe place for individuals who are experiencing homelessness to keep their belongings as they look for work, attend classes, or meet with a service provider or doctor."One of the centers, located on the 200 block of 16th Street, provides bins for more than 400 homeless individuals. Although the centers provide a service to San Diego's homeless population, some residents have made their opposition clear. Before one of the facilities opened in Sherman Heights, residents voiced their concerns. Neighbors told 10News they worried the facility would increase illegal activity and pose safety concerns in the area. To address concerns, security was placed inside the building as well as patrols sent out into the neighborhood. Duncan Hunter (R-CA) and his wife, Margaret, on suspicion of campaign funding misuse.The affidavit detailed instances from 2009 through 2016 in which the Hunters reportedly used campaign money illegally for things like video games, family vacations, school tuition, and more.Over the course of a year, Hunter vehemently denied the allegations, often calling the indictment "politically motivated."On Dec. 2, 2019, Hunter agreed to change his plea to guilty to one count.
