SAN DIEGO (KGTV) - The Sweetwater Union High School District announced their plans for the 2020-2021 school year Thursday night to the board and community.Due to a rise in coronavirus cases and state restrictions classes will be completely virtual from Aug. 3-Oct. 2.Students will have a block schedule, which means no change for many students. They will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.The district said this provides flexibility to both teachers and students.The district said there will be graded assignments and tests, but teachers voiced their opinion saying it is hard to monitor whether students are cheating. The district set three checkpoints to determine if the district will remain virtual throughout the entire school year. Those dates are September 21, November 30 and March 1. These dates allow the district to plan for the future, coordinating buses and teacher's needs.Some parents aren't comfortable with the idea of going back to campus anytime soon."I'm feeling like they need to study it more," said Dr. Marie Zhivago said. Her incoming senior and freshman students have asthma, making them more vulnerable to COVID-19. "I don't want my kids to be guinea pigs. I don't want them to be the test," Zhivago said. She thinks if students go back to school too early there could be another wave of cases, adding, "I'm not ready to sacrifice one child for that, one death, no way."The district said when they're allowed to bring children back to campus there will be strict guidelines for social distancing, masks and sanitation.The district is offering a separate virtual learning opportunity for up to 360 families, called Launch Academy.The district said students are being connected with equipment to get them online and have resources available for students, teachers and counselors.Zhivago said these investments will pay dividends, telling ABC 10News, "I think they should put the funding into distance learning because this is definitely going to happen again."The board will vote Monday on the proposed plans. 2137

SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. SAN DIEGO (KGTV) -- The plaques at the Hillcrest pride monument have been restores after being vandalized in February. According to the Hillcrest Business Association, the repairs cost roughly ,500. All the money came through donations from local businesses, the association said. The plaques were vandalized in early February. Pictures show faces and the pride flag scratched out. SAN DIEGO (KGTV) -- The search is on for three teenagers that held a man at gunpoint then stole his car in Paradise Hills.According to San Diego police, the incident happened around 12:30 a.m. Wednesday at the victim's apartment complex on Doriana Street.Police believe the carjacking happened just minutes after the same teenagers attempted, but failed, to carjack another man near the intersection of Alta View and Potomac, a few blocks away.The victim suffered a minor injuries to the head and is expected to be OK.Police say the three teens are believed to be between the ages of 16-18. They sped off in the victim's gray Honda and are still on the loose.Detailed descriptions of the teens and a license plate number for the stolen car were not immediately released. 778

SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow.
