CHULA VISTA, Calif. (KGTV) - A woman narrowly avoided being hit by a falling tree branch on a busy Chula Vista street Wednesday. A large branch fell from the eucalyptus tree along Telegraph Canyon Road about 3 p.m., crashing through the passenger side window of a woman’s car. Had a passenger been in the seat, the person would have been impaled, crews on the scene estimated. The woman pulled into the bike lane to assess the damage. She was able to walk independently but paramedics took her to the hospital for an assessment. No other cars were damaged, officials said. A neighbor told 10News they have seen other branches fall from the same tree. No one has been injured by the other incidents. 706

CHULA VISTA, Calif. (KGTV) -- Police are investigating after a deadly crash in the South Bay early Sunday morning. According to police, the single-car crash happened on the 100 block of Telegraph Canyon Road just after 3:45 a.m. Chula Vista Police say a man was driving along the road when he veered to the left and struck two trees in the center median, causing major damage to the vehicle. RELATED: Fire breaks out inside San Diego shopping centerWhen officers arrived on scene, the vehicle was reportedly on fire with the man trapped inside. The driver was taken to the hospital with major injuries where he later died. According to police, the driver didn’t display any signs of being under the influence, but speed may have been a factor. 752

CHULA VISTA, Calif. (KGTV) -- A South Bay family spoke about the frightening moments that took place when a police chase ended in front their home and then turned into a shootout on their driveway Monday afternoon.Mark Yturralde said his son-in-law had the quick thinking and presence of mind to shut the door to prevent a suspect, later identified as David Angulo, from getting into their home on Rutgers Avenue.“I didn’t have time to be kind or nice. I had to shove my wife and granddaughter into a closet, and I told them to stay low, keep quiet, don’t come out until I tell you. I tried to watch from a corner,” said Yturralde.RELATED: Carjacking, pursuit leads to deadly officer-involved shooting in Chula VistaAccording to Chula Vista police, Angulo was a known gang member wanted in connection with at least three shootings in June. Police said Angulo carjacked a pickup truck in an area near Main Street, refused to pull over for officers, and led a pursuit into east Chula Vista.Police said Angulo lost control of the truck and crashed into a car driven by an active-duty military member. While the other driver was seriously injured, Angulo got out of the truck and ran to a family’s driveway.Angulo, according to police, opened fire at officers -- the exchange of gunfire that Yturralde said went on for several minutes. Shots struck and flattened the tires of vehicles parked in the driveway, but none of the bullets penetrated the house.Yturralde and Chula Vista police credited Yturralde’s son-in-law for keeping the incident from turning into a hostage situation, or worse.Angulo was killed during the shootout, and police said an investigation will determine how many shots were fired and who opened fire first. Police will also review officers’ body camera footage.Police promised the investigation findings will be released in a timely manner.The three officers involved in the incident were not injured.Family members said they found five shell casings in their backyard. They told ABC 10News they are grateful to police but also offered their condolences to Angulo’s family, even though he put their family in danger. 2145

  

CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. RELATED: Financial failures rouse growing concerns in Sweetwater Union High School District board meetingAn independent audit showed SUHSD’s problems are worse than originally predicted due to factors including cash flow shortages, unsustainable salary, benefits, and pension increases, and declining local enrollment. This fiscal year alone, the district will borrow million -- in addition to the million they already owe."Everyone's goal all along the way is that we are not impacting kids. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. "[In] light of the early retirement incentives, we want to make sure that they maximize the savings and that we have an individual in there to help them out and to help them make those decisions."In a letter sent from SUHSD trustees to the staff and community Thursday, trustees said SDCOE had asked the district to consider not accepting the Supplemental Early Retirement Plant approved for more than 300 staff members at a Dec. 17 special board meeting."While we have a fundamental difference of opinion and approach with them, we will continue to ask them to be our partners in this effort as we move forward," the trustees wrote about the matter.RELATED: Timeline of Sweetwater's financial woes"The financial situation we face was not created overnight, nor will it go away overnight, but you, as a community, have our deepest commitment that we will do everything we can possibly do to make this right," the letter said.10News is working on this developing story. Chick-Fil-A is testing a new menu item in Arizona, and depending on how it goes, it could be rolled out to menus nationwide.Starting Monday, spicy chicken strips will be available at Chick-Fil-A restaurants in Phoenix, Tucson and Yuma, the fast-food chain said.They've been under test in Philadelphia and Texas since last year.The strips come in orders of three or four, and a choice of dipping sauce.The company said it combined their original chicken strips and spicy chicken strip sandwich to create the new menu item.The strips are seasoned with a spicy blend of peppers, hand-breaded, and cooked in refined peanut oil.
