SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) - On Normal Street in Hillcrest Friday, things were anything but normal.   Tim Henderson and his colleagues were checking email in the street."Just a minute ago, we had a meeting out here," he says while pointing to an assortment of chairs.    He and his co-workers at KTUA, a landscape architecture and planning firm, set up a little home office in a spot usually occupied by 3 to 4 parked cars.   The space was decorated with plants and patio furniture.Welcome to “Park(ing) Day 2017,” billed as a worldwide event where artists and designers transform metered parking spots into temporary public parks.    The event ran Friday from 9AM – 3PM, with several downtown businesses also taking park."We're in a ‘car-centric’ world, we always have to supply places for cars,” Tim explained.  “We're making a statement: during some part of the year, you can come out into a space not  being used for cars -- and have a park!"Henderson and his work buddies barbecued in the parking spots and even roasted s’mores.Parking is at a premium in Hillcrest, but Henderson said nobody seemed to mind them taking up the spots.    In fact, he said drivers had been slowing down to catch a glimpse at the “front yard” they created on the street.“They love it,” he said. 1351

SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake. In the documents the wife, Amy Collins, says the two have been separated for three years, but she allowed him to use the car.She also told investigators that when she asked for the car back, Blake told her she would never get it back and that he would "blow the vehicle up."According to the documents, investigators later went to the girlfriend's apartment in Spring Valley. San Diego (KGTV) -- North County parents and students are voicing safety concerns after the Vista school board voted 3-2 not to restore law enforcement at school sites next year. The Vista Unified School District made its decision early Friday morning despite backlash from some parents."We seem to need constant reminders so we've had Columbine, Parkland, Sandy Hook, and on a day we're pleading for safety another tragedy hits," one parent told 10News.The parent was referring to Thursday's shooting at Saugus High School just north of Los Angeles. A student gunned down a group of teens on campus killing a 16-year-old girl and a 14-year-old boy. SAN DIEGO (KGTV) -- Police are searching for a suspect after a man died following a fight in downtown San Diego Monday. Police were called to the intersection of 11th Avenue and Market Street just before 6 p.m. Monday. When they arrived, officers found a man suffering from trauma to his upper body. Medics provided life-saving measures and the man, later identified as 56 year-old Kevin Leray Hughes, was taken to the hospital where he later died. According to police, the victim and suspect got into an argument. “The interaction escalated, resulted in the victim’s death,” police say. The suspect, described as a black man in his 20s last seen wearing burgundy pants, a red hooded sweatshirt and black under shirt, fled the scene after the fight.
