Visiting Chinese State Councilor Dai Bingguo (L) meets with the United States National Security Advisor Stephen Hadley in Washington, capital of the United States, Dec. 12, 2008.     Dai said that the recent years had witnessed frequent contacts and high-level exchange of visits of the two countries, especially between state leaders, as well as deepening political and economic dialogues, ever-increasing mutual understanding, growing common grounds, expanding bilateral cooperation, and more and more convergence of mutual interests.     All these achievements highlight more than ever the strategic significance and global influence of a sound and stable Sino-U.S. relationship, Dai said.     The state councilor said that the Chinese side was ready to work with the U.S. side to move bilateral relationship of constructive cooperation forward.     For this end, he said, the two sides should continue to treat bilateral relationship from a strategic and long-term perspective, enhance dialogue, coordination and cooperation, and respect and accommodate each other's core interests and major concerns.     Rice said since the establishment of diplomatic ties, relations between the United States and China had kept improving and bilateral cooperation had been increasingly deepened.     The two sides have also had frequent communication and coordination in many areas such as how to cope with the ongoing global financial crisis and prevent the proliferation of weapons of mass destruction, she said, adding that the United States and China have become good cooperative partners.     Rice said the Strategic Dialogue and Strategic Economic Dialogue between the United States and China should be carried on and expanded because the dialogues had increased mutual understanding and common grounds, achieved fruitful results and laid a solid foundation for the growth of bilateral friendly cooperation.     Hadley said that U.S.-China relationship had witnessed great growth in recent years thanks to efforts made by state leaders of the two countries.     He said the two sides should continue to strengthen cooperation in bilateral fields and on international and regional issues in a bid to move bilateral relationship further ahead.     At the invitation of the U.S. government, Dai arrived in New York on Wednesday on a week-long working visit to the United States.     The senior Chinese official is expected to co-chair the sixth Strategic Dialogue between the two countries with U.S. Deputy Secretary of State John Negroponte in Washington on Monday.     The China-U.S. Strategic Dialogue was launched in August 2005 in accordance with the consensus of the two heads of state. The fifth dialogue was held in China in January this year.

BEIJING, Oct. 31 (Xinhua) -- Chinese shares dropped 1.97 percent on Friday, the month's last trading day.     The benchmark Shanghai Composite Index lost 1.97 percent, or 34.82 points, to close at 1,728.79. The Shenzhen index was down 1.19 percent, or 70.33 points, to close at 5,839.33 points.     The combined turnover was 35.23 billion yuan (5.03 billion U.S.dollars), compared with 49.35 billion yuan on the previous trading day. Losses outnumbered gains by 656 to 199 in Shanghai and 576 to151 in Shenzhen.     Almost all sectors fell except industries related to aircraft making after the Commercial Aircraft Corporation of China Ltd. (CACC) announced Chinese indigenous regional jets would be sold to the United States, analysts said. CACC is not a publicly traded company.     Coal companies suffered the most losses. Kailuan Clean Coal Co.lost 7.21 percent to 10.3 yuan. Taiyuan Coal Gasification Company fell 4.34 percent to 7.50 yuan.     "I don't think the fall was related to recent mine accidents. It was a reflection of diminishing global energy demand," said Alex Xue, analyst with JL McGregor & Company.     The finance sector also dropped by an average of 3 percent. CITIC securities lost 2.46 percent to 17.84 yuan. Bank of Communications fell 4.20 percent to 4.33 yuan.     According to estimates from Friday's China Securities News, third-quarter profits of the country's 1,466 listed companies would fall 10.17 percent from the same period a year ago and 18.41 percent from the previous month to 206.09 billion yuan.     Operating net cash flow fell 51.75 percent to 827.4 billion yuan in the first three quarters. Analysts said rising material costs and weakening demand led to slumping profits.     The country's industrial output value growth slowed to 11.4 percent in September, the lowest rate since April 2002, the National Development and Reform Commission said on Thursday.     Despite the latest rate cut, which was viewed as helpful to stabilizing the stock market, analysts said the market could possibly continue falling. The long-term affects from the rate cut are yet to been seen.

BEIJING, Jan. 8 (Xinhua) -- China is urging the United States to take actions to repair military ties seriously damaged by a U.S. arms sale to Taiwan.     "China-U.S. military ties lag far behind overall relations. The United States should take concrete measures to repair them," Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, told the visiting U.S. Deputy Secretary of State John Negroponte on Thursday.     China curtailed some military exchanges with the United States after the Pentagon announced a .5 billion Taiwan arms deal last October. It included 30 Apache attack helicopters and 330 Patriot missiles.     It was the biggest arms sale to Taiwan since China and the United States signed the "August 17 Communique" in 1982, in which the United States agreed to gradually reduce its arms sales to Taiwan.     Military contacts between the two countries had become active and fruitful before the Taiwan arms sale. Apart from frequent exchanges at different levels, defense departments set up hotlines and military officials got involved in the China-U.S. strategic talks for the first time last year.     "Military ties, which don't enjoy a solid foundation, were further damaged by the U.S. move," Ma said in his hour-long meeting with Negroponte. "That created an obstacle to exchanges and cooperation in a range of spheres. The responsibility for this belongs entirely to the United States."     Last December, U.S. Deputy Assistant Secretary of Defense David Sedney came to Beijing in an effort to find ways to mend strained military ties. The visit didn't produce any substantive progress.     "I think it will take a long time to restore military relations," Ma said.     With his principal mission of commemorating the 30th anniversary of U.S.-China diplomatic ties, Negroponte hailed the increased exchanges and positive dialogues between the two countries over the past three decade.     "It is fair to say that our military-to-military relationship is not as advanced as the other aspects, like commercial and financial ties. There is work to be done," Negroponte said.     "Probably nothing that I can do or say will cause the exchanges to be restored between now and the end of the Bush administration, which has 10 days left."     Negroponte said the U.S. defense policy would generally continue as the current Defense Secretary Robert Gates will stay in the Obama administration and Chairman of Joint Chiefs of Staff Michael Mullen will keep his function.     "Hopefully in time these ties and exchanges will be restored because they are in the mutual interests of the two nations," he said.

After the dairy scandal emerged in September, netizens' strong criticisms finally led to the resignation of Li Changjiang, then director of the General Administration of Quality Supervision, Inspection and Quarantine.     Yan Jirong, professor at Peking University's School of Government, said this incident showed the government was paying attention to public voices on the Internet.     A report released by the Chinese Academy of Social Sciences on Dec. 2 showed about 206 million Chinese use the Internet as their main source of news.     According to the China Internet Network Information Center, under-30s are the majority of online news readers, accounting for about 69 percent of total Internet users.     On June 20, Hu visited the Qiangguo Forum, which is affiliated to people.com.cn, and chatted with netizens. BEIJING, Nov. 8 (Xinhua) -- China's first non-governmental community foundation, the Arcadia Public Welfare Foundation, was launched at the Great Hall of the People in Beijing on Saturday.     The foundation was established with 100 million yuan (about 14.65 million U.S. dollars) donated by Shenzhen Airtown (Eastern) Industrial Co. Ltd. and Shenzhen Arcadia Real Estate Group.     "In the past, it was largely the government that took care of China's communities, but now social groups are playing a vigorous part," said Wang Jinhua, an official in charge of community construction of the Ministry of Civil Affairs.     Arcadia, a residential community built on landfill in Shenzhen, the city that was China's window of reform and opening-up, has received domestic and overseas habitat awards since 2005.     Li Aijun, board chairman of the Shenzhen Arcadia Real Estate Group, said the foundation planned to provide financial aid for community welfare projects, such as senior citizens' housing, schools, recreation facilities and environmental protection teams.     The first project will help a local hospital improve community health care and provide free exams.
